MINUTES OF MEETING WITH NRR TO DISCUSS THREE MILE ISLAND UNIT TWO (TMI-2) CLEANUP CRITERIA A meeting was held on February 22, 1989 between NMSS staff and the NRR Project Manager for the TNI-2 reactor to discuss the status of the cleanup and H.

Thompson's concern that NRR set cleanup criteria that could cause a problem for NRC later on. Present at the meeting were M. Masnik, the NRR PM, M. Bell, T. Johnson and D. Martin, NMSS, and F. Cardile, RES.

M. Masnik described current activities at the site and informed us there were no plans to set numerical cleanup criteria for the long term storage period.

However, there are some questions regarding how the decommissioning rule applies to the TMI-2 situation. NRR is considering a letter informing the utility that, in light of the circumstances at THI-2, the default financial assurance certification of $105 million is inappropriate and requesting the utility to submit a decommissioning funding plan. Mr. Masnik agreed to keep us informed of developments concerning the cleanup, and plans for decommissioning, of TMI-2. Along these lines, he informed us of a planned site visit in April where NMSS staff could get inside containment and learn more about the cleanup activities. He expressed interest in participating if  :

travel funds are available.

TMI-2 is not on the list of shutdown reactors to be transferred from NRR to NMSS. Accordingly, there are no resources budgeted for NMSS reviews of the TMI-2 cleanup or decommissioning plan. Nevertheless, we will follow the cleanup at a low level of effort to ensure that when NHSS does get formally involved later on, problems are minimized. .
