SUBJECT:
B&W COUNTERPART MEETING, TRIP REPORT 1.
I attended the NRC B&W Counterpart Meeting on May 6-8, 1986, along with Rich Conte (Senior Resident Inspector - TMI-1) and Skip Yeung (Resident Inspector - TMI-1). The meeting was useful and timely for exchange of information regarding B&W events, problems, and the reassessment program.

Rich Conte was the most experienced B&W resident inspector in attendance and, as such, assumed a leadership role among the resident inspectors.
He and Skip both contributed very significantly to the success of the i
meeting and, especially, the resident inspectors' forum.
Rich has pro-I vided the enclosed meeting comments with which I agree.

The reassessment program is still in the developmental stage. Once the B&W Owners Group plan is fully developed, NRR will determine what addi-tional NRC evaluations and other work is needed and will schedule that work. The Owners Group has defined a reassessment process but many de-tails are missing, especially concerning followup on individual owner implementation of the group's recommendations. Where details are avail-able, such as for categorization of events, they appear in need of re-finement.
For example, events involving emptying of the pressurizer or drying out of one steam generator are classified as Category "B" events (response slightly exceeds expected range), rather than Category "C" (abnormal response), by the Owners Group. On a positive note, I was pleased to see that the Owner's Group is studying performance of secondary plant relief systems, which has been a concern at TMI-1. The handout from the Owners Group presentation is enclosed.

The NRR representatives were very receptive to resident inspector input regarding the reassessment program in general, as well as specific techni-cal issues to be evaluated.
I am preparing additional Region I technical inputs to be forwarded to NRR.

There was a good exchange of information.
Resident Inspectors were able to provide plant specific information/ problems of which project managers were not aware in certain instances.
Similarly, project managers were able to provide generally applicable licensing actions that have or may become applicable to residents at their assigned facilities.

The B&W Owner's Group presentation was valuable in learning for the first time (for PM's and RI's) details (although skimpy) on their reassessment plan. Generally, there was much skepticism about their plan; i.e., defi-nition of event categories and time frame to be included in the reassess-ment.
Details of the formally submitted plan need to be closely scrutin-ized by NRC staff [ licensing and regional (resident) staffs].
A separate Region I correspondence addressing the specific recommendations on the reassessment plan is forthcoming.
Verbal concerns were given to NRR representatives. At the resident forum, resident inspectors agreed that certain B&W resident inspectors should be assigned to work with NRR staff to coordinate and protect the interests of the resident inspectors related to the reassessment.

The tour of the Bellfonte facility was interesting and, in particular, valuable in viewing areas not easily accessible; i.e., inside the reactor vessel.

Resident forum was needed for resident inspector exchange of information with respect to an inspection type environment. We generally agreed that it is difficult to have an annual B&W counterpart because of the time it takes for any particular office to get the initiative to organize such a meeting. However, because of the reassessment, it was felt that the next meeting should occur no later than the spring of 1987 or sooner if a major development / major action is to occur on the B&W reassessment. We also agreed future-meetings should be appropriately coordinated by the regional offices.

The residents also agreed that a bimonthly conference call of all B&W residents, coordinated alternately by a regional office, was a good idea.
The first Wednesday of every odd month at 1:00 p.m. was generally agree-able.
(ANO-1 was not represented and central time zone residents did not have a problem with the noon timing.)
It is suggested that the applicable Region I section chief coordinate the first such call on July 2, 1986 (possibly July 9, 1986, because of the holiday week).
