,*...*j SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATING TO AMENDMENT NO. 91 TO FACILITY OPERATING LICENSE NO. DPR-36 MAINE YANKEE ATOMIC POWER COMPANY MAINE YANKEE ATOMIC POWER STATION DOCKET NO. 50-309 INTRODUCTION By letter dated January 29, 1986, Maine Yankee Atomic Power Company (the licensee)proposedchangestotheTechnicalSpecifications(TSs)ofMaine l Yankee Atomic Power Station for the purposes of i roving clarity and to correct typographical errors. By letter dated Jul 29, 1986, the licensee supplemented a portion of the January 29, 1986 app ication and requested separate action on the proposed TS regarding iodine spiking which was included in the January 29 submittal. On October 27, 1986 Amendment No. 90 was issued in response to that request. By letter dated August 28, 1986, Maine Yankee withdrew the portion of the January 29 request that dealt with diesel generator testing.

BACKGROUND The licensee's proposed changes are discussed and evaluated as follows:

1. The definition of Containment Integrity has been deleted from the DefinitionsSection(page4)sincedefinitionappearsintheactual TS concerning containment integrity.
2. TS Section 3.6-1 has been changed to remove the term "where appropriate" and to insert a reference to Technical Specification Section 3.9 in which the requirements for automatic initiation of the Emergency Core Cooling System are described.
3. The Basis portion of TS Section 3.11 has been changed to correct an incorrect cross-reference to another Technical Specification Section.
4. Section 3.14 of the TS has been changed to restate it in terms of a specific limit of I callon per minute reactor coolant system leakage and a specific Remedlal Action. In addition a reference to Cycle 7 operation, which is no longer appropriate, has been deleted.
5. In Section 3.14 of the TS, the description of the concentration term, C, for secondary coolant activity has been revised to correct a misprint.

6. Section 3.15 of the TS concerning reactor power anomalies has been divided into a Specification and Remedial Action for clarity. In addition, the term steady-state concentrations has been used to distinguish brief transients from ongoing conditions.
7. The Basis portion of Section 3.22 of the TS has been changed to point out the applicability of the feedwater trip system to the raain feedwater system.
8. The Basis portion of Section 3.24 of the TS has been changed to correct a misarint replacing 0.1 gpm primary-to-secondary leak rate with 1.0 gpm.

This ) rings the Basis of this Specification into conformance with the assumptions of the FSAR.

9. Table 4.1-2 of the TS was changed to reflect the upgrade to the Refueling Water Storage Tank level instrumentation made during the 1985 refueling outage. The change also clarifies the function being tested as that of the recirculation actuation signal.
10. In Table 4.2.1 of the TS the term " fluoride" was added to the reector coolant sample chemistry requirement. This is consistent with staff guidance and current Maine Yankee practice and the requirements of Specification 3.18.
11. In Section 4 of the TS, the requirement to calibrate the post accident hy uogen monitor has been deleted here as it is included in Table 4.1-3.

This eliminates duplication. The pages are renumbered to conform to the changes made by Amendment 86.

12. The Basis portion of Section 4.4 of the TS was changed to correct a typographical error in the word " measure."
13. Section 4.6 of the TS was changed to correct a misspelling of the word

" distribution" and to correct an outdated cross reference to another section of the TS.

i 14. Section 5.8 of the TS has been revised to indicate the specific revision

. to Regulatory Guide 1.33 to which Maine Yankee has been and is currently comitted in the licensee's NRC-approved Quality Assurance Program.

15. Section 5.9 of the TS has been changed to delete reporting recuirements f for containment leak rates because those requirements are included in

, Appendix J of 10 CFR 50.

EVALUATION The licensee's proposed changes are of a clarifying nature and correction of typographical errors. The pro)osed changes clarify or simplify the Specificationc without altering t1e actual requirements. Other changes correct misspelling or minor typographical errors in both the TS and the Bases.

Those proposed changes which are for the purpose of improving clarity are mere restructuring without altering intent or requirements or which correct typographical errors.

ENVIRONMENTAL CONSIDERATION This amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, this amendment meets the elig(ibility 51.22(c)10). criteriatofor10categorical Pursuant exclusion CFR 51.22(b) set forth in no environmental 10 CFR impact statement or environmental assessment need to prepared in connection with the issuance of this amendment.

CONCLUSION Wehaveconcluded,basedontheconsiderationsdiscussedabove,that(1)there is reasonable as'.urance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in cor.pliance with the Comissicn's regulations, and the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
