Dear Mr. Randazza:

l

SUBJECT:

REQUEST FOR RELIEF FROM ASME CODE REQUIREMENTS  ;

FOR CERTAIN PUMPS & VALVES  ;

By letter dated August 7, 1985, you submitted a letter requesting changes to  :

Maine Yankee Inservice Testing Program for Pumps and Valves, which would con-sist of relief from certain requirements of the 1980 ASME Code Section XI l SubsectionIWP(Pumps)andIMV(Valves). You deemed those requirements to  :

be impractical for the physical configuration of the Maine Yankee Atomic  !

Power Station. By letter dated October 14, 1986 you submitted a revised  !

relief request to address certain concerns about the August 7, 1985 letter 10 CFR 50.55 a(g)(6)(1) !uthorizes relief from code requirements. Based  ;

on our review of your submittal we authorize relief as requested. Our Safety Evaluation is enclosed. ,

4 l The staff has determined that the requirements of the code, in this case, are ,

impracticalandthatpursuantto50.55a(g)(6)(1),thereliefisauthorizedby '

law and will not endanger life or property or the common defense and security and is otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility. The basis of the approval of these requests is that, when the additional sampling requirements as you have proposed in your August 7, 1985 letter as amended by your October 16, 1906 letter are imposed there is i reasonable assurance that the valve operability required by the Code is  :

unimpaired.

l Our Safety Evaluation is enclosed, t Sincerely, 7
