SAFETY EVALUATION RY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATING TO AMENDMENT NO. 97 TO FACILITY OPERATING LICENSE NO. OPR-36 MAINE YANKEE ATOMIC POWER COMPANY MAINE YANKEE ATOMIC POWEP STATION DOCKET NO. 50-309 INTRODUCTION To conform to the recommendations in Proposed Staff Actions to improve and Maintain Diesel Generator Reliability (Generic Let.ter (GL) 84-15), the licensee has requested a change with regard to Section 3.6 of the Maine Yankee Atomic Power Station Technical Specifications (TS) with regard to diesel generator testing. The licensee has oroposed to modify the TS P* medial Action in Section 3.6.B and Remedial Action in Section 3.6.C to

  • m e the requirement for testing diesel generators when subsystems of the l ei sency core cooling system are inoperable. The licensee has stated that l l this charop will reduce excessive testing of the diesel generators as  ;

recommended in CL 84-15.

EVALUATf0N The staff has reviewed the licensee's proposed changes and find them to be consistent with the recommendations in GL 84-15 The licensee's proposal to delete the requirement for testino diesel generator as detailed above is, therefore, acceptable.

The licensee has also added a numerical desionation for Hot Shutdown Condition (Condition 5)'and Power Operation Condition (Condition 7) to the affected sections (3.6.B and 3.6.C1 of the TS. The numerical designations are an editorial chanoe, only, to reflect the plant operating conditions set forth in the Definitions Section of the TS, and are acceptable.

FNVIRONMENTAL CONSIDERATION This amendment involves a change in the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20.

The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding. Accordingly, this amendment neats the eligibility criteria for categorical exclusion set 0705200124 070020 PDR ADOCK OD000309 P PDH i

l 4 forthin10CFR51.22(c)(9). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

l CONCUISION i

We have concluded, based on the considerations discussed above, that (1) there ;

is reasonable assurance that the health and safety of the public will not be i endangered by operation in the proposed manner, and (2) such activities will l

be conducted in compliance with the Commission's regulations, and the issuance of the amendment will not be inimical to the connon defense and security or to the health and safety of the public. ,
