Monthly Discharge Monitoring

! July 1997 Paragraph 3 of the referenced NPDES Permit requires that discharges from the permitted facility be monitored according to a specified schedule and results be reported to the Water Management Bureau by the end of the month after the month in which samples are taken.

Northeast Nuclear Energy Company (NNECO) herein submits the attached report for the month of July 1997. Any variations from the permit are explained in the section headed "Results and Discussions" enclosed.

Additional samples taken at NPDES locations and analyzed with approved methods are included on Tables 3, and 4.

1 a D NPDES Monthly Report - July 1997 This report fulfills the monitoring requirements for Millstone Nuclear Power Station, NPDES Permit No. CT0003263, reriewed December 14,1992.

As requested by the Department in a letter to each NPDES facility, dated January 1,1988 (C01988), and recogn: zing the Department's requirement to submit data to EPA, NNECO will make every effort possible to submit the DMRs as early in the month as possible. In cases where the required data are not available, the DMRs will be submitted no later than the last day of the month in which they are due.

Results and Discussions Results of the continuous, weekly and monthly monitoring programs are summarized on the DMR sheets attached. With the exception of hydrazine, ethanolamine and boron, all sampling 1

and analyses were conducted in accordance with approved methods set forth in EPA Publication 600/4-79-02. NNECO submitted its own analysis methods for these chemical substances (D10309) for Department approval on October 4,1996.

The computerized data logging report of the continuous monitoring program (intake and discharge) for the month is included as Table 1. This report is included because it provides data for the daily range-of-pH, temperature and flow, a requirement of the NPDES permit. The DMR form does not have provisions for daily ranges. These data are computer-generated summaries of 15 minute sample averages.

General Note - DMR Forms '

i The DMR forms have some errors, omissions, and incorrect reporting requirements when compared to the permit requirements. They are included and defined on Table 2.

As discussed with the Department on July 14,1997, NNECO has made, with the Department's concurrence, some minor changes to the DMR forms. Where appropriate, units were changed from upper case to lower case and Roman letters were changed to Greek (i.e. u changed to and DEG F changed to "F). Additionally, the discharge serial number and data entry sections of the forms are now highlighted. None of the coding or identifiers used by the Department have been modified in any way.

Notification of Service Water System Strainer Backwash Discharge By way of verbal notification on May 20 and 22,1997, and by way of letters dated May 27,1997 (D11148) and June 20,1997 (D11192), NNECO advised the Department of the discharge of service water system strainer backwash water at Millstone Units 1,2 and 3. As explained at a meeting with the Department on May 29,1997, backwash water is supplied by the service water system. NNECO has confirmed that the strainer backwash water at all three Units contains residual chlorine.

As part of NNECO's response to this matter, all three units have developed procedures which manually halt the injection of chlorine into the service water prior to backwash of the service 2

} tg C o water strainers, thereby allowing the backwash water to be free of chlorine. Normal chlorination D-of the service water is then resumed following strainer backwash. However, under this arrangement, in certain circumstances, it will not be possible to prevent the use of chlorinated service water during strainer backwash such as when the strainers backwash automatically as a result of high differential pressure caused by heavy amounts of debris in the service water.

On August 11,1997 (D11362), NNECO notified the Department of a planned facility modification to remove chlorine from the strainer backwash discharge and submitted to the Department an emergency authorization request with respect to Unit 3 for this planned activity and ongoing discharge. NNECO i , continuing its review of engineering alternatives to address this concern at Units 1 and 2.

Hydrazine Removal Prior to Discharge via DSN 001C-2 On the dates listed below, wastewaters containing small amounts of hydrazine were detected in the High Level Waste Drains Tanks (HLWDT) associated with DSN 001C-2. Consistent with previous discussions with the Department, the wastewaters in the HLWDTs were processed through the demineralizers and filters associated with DSN 001C-2 prior to discharge from the Waste Test Tanks. These wastewaters met alllimits associated with DSN 001C 2. Further, no hydrazine above detectable limits (<5 ppb) using spectrophotometry was found. The initial concentrations detected, dates and volumes discharged are provided below. These discharges were reported in writing to the Department on July 23,1997 (D11307).

Scace dated August 13,1997, and as discussed with the Department, subsequently, NNECO will no longer notify the Department of discharges from DSN 001C-2 and DSN 001C-3 when the hydrazine concentration prior to processing is less than 350 ppb, NNECO will continue to notify the department by letter on a month!y basis when the hydrazine concentration prior to processing is greater than 350 ppb.

Determination of differential temperature & heat loading Intake temperature measurements taken at the intake with the probe used by Unit i have been used this month in determining the differential temperature across each unit and in calculating heat loading. Measurement could not take place with the probe used by Unit 2 due to intake temperature instrumentation maintenance and measurement with the probe used by Unit 3 could not take place because the circulating water pumps were not in continuous operation due to plant shutdown, in this condition, the upper portion of the circulating water piping is void of water leaving the temperature probe exposed to air. Ordinarily, in such a circumstance at Unit 3, NNECO's Environmental Data Acquisition Network (EDAN) would use intake temperature

= data with the probe used by Unit 2. The Table 1 printout for these parameters reflects the use of the instrumentation at Unit 1. By way of letter dated August 28,1997 (D11439), NNECO provided the Department additionalinformation on this matter regarding May 1997 DMR corrections.

, .. is Unit 3 Auxiliary Boiler Sampilng

!n correspondence dated June 10,1997 (D11192), NNECO advised the Department that sampling at DSN 001C-6(b)(Auxiliary Boiler) would continue to be performed at the Auxiliary Boiler during periods of operation and would also be performed weekly when a discharge occurs, (regardless of whether or not the Auxiliary Boiler is operating) at the Auxiliary Boiler blow down sump which is down stream of ancillary sources of Auxiliary Boiler wastewater. The data provided in Table 4 reflects the sampling practice described above.

As discussed with the Department on August 21,1997 NNECO is performing oil and grease l sampling at the discharge of the Millstone 3 auxiliary boiler room oil and water separator. i Discharges from the oil water separator are directed to the auxiliary boiler blowdown tank prior to discharge via DSN 001C-6(b). A night order has been issued at Unit 3 requiring the discharge of this oil and water separator to be sampled and analyzed periodically for oil and grease. Consistent with our August 21,1997 discussion with the Department, the results of the oil and grease analysis at DSN 001C-6(b) will be summarized on a monthly basis in the DMR.

The results of all analyses performed through the end of July are summarized below.

July 15,1997 19.90 Free available chlorine loading for DSN's 001A, 001B & 001C in addition to its current method of calculating chlorine loadings, NNECO is also providing an attemative method as part of this DMR. The current method assumes continuous chlorination and maximum monthly flow; the alternative is based upon an actual chlorination time of 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> per day and actual flow during chlorination and sampling. NNECO has evaluated both methods and will discuss with the Department the reporting of chlorine loading at these DSNs based on weekly residual chlorine samples and a duration of two hours.

Notification of a Discharge of Mi!Istone Unit 3 Intake De-silting Wastewater By way of verbal notification on July 15,1997 and in writing (D11324) on July 17,1997, the Department was notified of a discharge of dewatering wastewater from the 'Jnit 3 intake structure via DSN 006. ,

On July 11,1997, material such as sitt and biologic matter drawn in to the Millstone 3 intake structure by the circulating water pumps was being pumped with a portable pump from the inside of the intake structure into a dumpster. This dumpster is equipped with a screen in one end which retained most of the silt and allowed drainage of the water from the dumpster.

NNECO's NPDES permit at DSN 006 authorizes the discharge of " clean water" drains resulting from maintenance activities. Upon discovery that drainage frcm the dumpster was flowing into 4

o a nearby catch basin without adequate controls, this maintenance activity was halted while hay bales were placed around the catch basin to filter the water flowing into the catch basin. Upon resumption of this activity, the controls were determined to be insufficient to filter the rate of flow from the dumpster and this activity was stopped shortly thereafter pending further review. 1 I

As discussed with the Department, NNECO will be pursuing a temporary authorization to perform this operation at Unit 3. Until this matter is resolved, this maintenance activity has been suspended.

Revisions to Discharge Monitoring Reports On July 2,1997 (D11191), NNECO submitted revised DMRs for Discharge Serial Nos. (DSNs) 001 A-1,001 A-2,001 A-4,001C-2,001C-3,001 C 6 and 001 C-6(b). For the most part, these revisions were made to reflect the inclusion of additional sampling data which has been requested by the Department, in addition, we identified the need to include two additional chlorine samples (including one exceedance) for DSN 001 A 5 which were taken during April 1997 and inadvertently omitted.

Revisions to Quarterly Aquatic Toxicity Data Monitoring Reports At a meeting with the Department on May 29,1997, Northeast Nuclear Energy Company (NNECO) informed the Department that it had resumed toxicity testing in May 1997 upon determining that its NPDES permit was subject to different interpretations. At the May 29,1997 meeting, it was agreed that NNECO would continue to perform quarterly toxicity testing at this discharge whenever there was any flow through DSN 001 A.

On July 9,1997, NNECO, based on the above, submitted revised DMR's and quarterly aquatic -

toxicity monitoring reports (D11256) for Millstone 1. This matter has also been discussed in the May,1997 DMR The revisions submitted to the department reflected results that were changed from "no discharge' to *not sampled".

Daily Composite Sampling at DSN 006 May Havo Exceeded 60 Minute Time Interval The Department was notified verbally on August 21,1997, and in writing on August 26,1997 (D11442) that NNECO had determined that the daily composite sampling protocol used for discharge serial number (DSN) 006 may have resulted in time intervals between certain samples in excess of 60 minutes.

The automatic sampler in use at DSN 006 has been readjusted to ensure that all sampling intervals are approximately one hour or less. NNECO's sampling procedures and protocols at DSN 006 are also being reviewed to ensure that all permitted parameters are sampled consistent with department regulations and guidance. Additionally, NNECO is investigating the purchase of new automatic sampling equipment as DSN 006 in an effort to further automate sampling and analysis at this discharge.

Unit 3 Closed Cooling Water Systems in correspondence dated April 14,1997, (D11003), June 20,1997,(D11192), and in Discharge Monitoring Report (DMR) submissions for the months of March (D10872), April (D11112), May 3

(011188) and June (D11266), NNECO described to the Department the presence of dichlorodifluoromethane (freon) in the Reactor Plant Closed Cooling Water system and the 4

Reactor Plant Chil'sd Water system. NNECO has previously advised the Department that -

Millstone personnel have been instructed to collect all Reactor Plant Closed Cooling Water drainage and Reactor Plant Chilled Water drainage in containers for off site disposal. Since NNECO verbally notified the Department of this matter on April 9,1997, all drainage from these

, systems has been collected in containers and properly disposed of off site.

In addition to the above, NNECO has also been monitoring discharges from DSN 001C-2 and 001C-3 for the potential presence of freon in the radioactive treatment systems. As set forth in the table below, freon has not been found above the limit of detection in any of the subsequent sampling. However, in performing this analytical testing, trace levels of other organic substances were occasionally detected in certain discharges. These trace levels of other organic substances are believed to be byproducts of solvent usage in the plant. It is also possible that sample contamination during laboratory testing may also be a cause for some of these values. NNECO, based on its review of all sampling results, and after discussions with the Department on July 9,1997, has discontinued its voluntary sampling of the parameters listed below. The July 2,1997 sample summarized below represents the final sample that was taken at DSN 001C-2 and 001C-3 for the reasons discussed above.

u = undetected Circulating Water, Service Water and Screenwash Pump Lubricating Water As discussed in previous correspondence with the Department, chlorinated water (service water and domestic water) is used for lubrication and sealing water fur the circulating water, service water and screenwash pumps at all three Millstone plants. At the Department's request, each plant is currently investigating the possibility of shutting off lubricating water to these pumps when they are not in operation.

Millstone 3 has made procedural modifications that require lubrication water for the circulating pumps to be shut off when the pumps are not operating. Additionally, Millstone 3 has determined that seal water only flows to the service water and screenwash pumps when the pumps are operating and therefore when the seal water most likely is drawn in to the pumps suction. At Unit 2, procedural modifications have been made to require that seal water be isolated whenever no pumps are operating in a given bay. Millstone 1 is investigating the possibility of a similar solution.

Quarterly Aquatic Toxicity Monitoring The quarterly aquatic toxicity monitoring for NNECO's Millstone NucIcar Power Station Discharge Serial Numbers 001A, 001B, 001C and 006 is included as part of this month's DMR. All tests conducted this quarter were acceptable with one exception.

The Mysid test conducted on July 1, for DSN 001 A had two control replicates with less

- than 90% survival. The test was repeated on July 16 with the control replicates again having less than 90% survival, The Department was informed of this situation on August 28,1997 and it was agreed that the test will be repeated as soon as possible in September. All remaining tests at DSN 001A,001B,001C and 006 had either LC50 or NOAEL>100% and were therefore acceptable with Mysidopsis bahia and/or Cyprinodon vareigatus and thus showed no toxicity.
