I SAFETY EVALUATION'BY THE OFFICE OF NUCLEAR REACTOR REGULATION ON INSERVICE INSPECTION REQUIREMENTS SACRAMENTO MUNICIPAL UTILITY DISTRICT-(SMUD)

i I. BACKGROUND Paragraph 10CFR50.55a(g)(4)requiresthatinserviceexaminationofASMECode Class 1, 2 and 3 components shall be performed in accordance with Section XI of the ASME. Code except where specific written relief has been granted by the .

Commission. After comp ution of construction, the repair, replacement and l modification of components are implemented by the rules of ASME Section XI.

In a, letter. dated August 26, 1987, the licensee, SMUD, requested Comission approval to use certain provisions of ASME Section XI, referenced in 10 CFR 50.55a(b),'that are later than the ASME Code in effect' at Rancho Seco.

II. STAFF EVALUATION A. Code Requiremeg The current edition of ASME Section XI in effect at Rancho Seco is the 1974 Edition and Addenda through Sumer 1975. The repair and replacement of ASME Code Class 1, 2 and 3 components is defined by ASME Section XI Articles IWA-4000, IWB-4000, IWC-4000 and IWD-4000.

B. Licensee's Request The licensee requests Commission approval to use the 1983 Edition including Addenda through Summer 1983 for repairs and replacements.

The Code requirements are defined by ASME Section XI Articles IWA-4000, IWB-4000, IWC-4000, IWD-4000, IWA-7000, IWB-7000, IWC-7000 and IWD-7000.

C. Basis for Request The regulations permit the use of portions of subsequent ASME Code  ;

requirements subject to Commission approval.

The licensee proposes to use provisions from a .later approved ASME Code subject to the. limitations and modifications listed in 10 CFR I

'50.55a(b). A comparison of the Code in.effect and the.later Code c

shows that requirements have been added for replacement components ,

and for the repair of ASME Code Class 2 and 3 components. In the area of repair and replacement the 1983 Edition including Addenda through Summer 1983 is a more comprehensive document. The staff has determined that the licensee's proposal conforms with the requirement. ,

of the regulation that "all related requirements of the respective editions or addenda are met."

III. CONCLUSION Pursuant to 10 CFR 50.55a(g)(4)(iv) the staff concludes that the licensee's 1 proposal-to use 1983 Edition including Addenda through Summer 1983 of ASME I Section XI for repairs and replacements conforms with the regulations and, therefore, is acceptable.
