1.

INTRODUCTION.

I i

. By! letters dated l December = 23, 1987 and January 11, 1988' the Sacramento.

o Municipal Utility District proposed changes to the Technical Specifica-1

+

tions-- (P. A. :155 Rev. 2).-

Those-changes would:

(1).. reduce -. the ; lower limits of: detection for. liquid radioactive effluents, (2) change require-K

, ments to match changes in the effluent systems, (3) clarify-certain -

existing requirements and (4) improve consistency -with =the Standard 1

. Technical Specifications.

effluents,-including meeting the dose design objectives cf. Appendix I to -

I

10'CFR Part 50.

Some changes. were necessitated by equipment changes. and other; changes were indicated by past problems. 'To meet these neeris and h other, improvements the licensee proposed a major revision. of the

.uent control: parts of the Technical Specifications.

The proposed changes in the. lower limits of detection (LLD) for liquid efflu-ents are important to coping with the special problems posed by the dry site e

at Ranch Seco.

Specifically, the LLD for Cs-134. C5-137 and other principal gamma emitters are being reduced by a factor of 100, to 4 pC1/L. This ensures that releases would be detected if they were capable of producing doses that would be a small fraction of the Appendix 2 dose criteria.

Thus these LLD 4

values are acceptable.

The staff has reviewed the proposed changes to the Technical Specifications and concludedthat,as,indicatedbythelicensee,thechangesareeither(1)clari-

fications-_ofexistingrequirements,(2)revisiontoachievegreaterconsistence with thel Standard Technical Specifications, (3) corrections required by modifications L of ' the equipment,- or. (4) - requirements made more stringent' to accommodate' the special conditions at Ranch Seco, it is concluded that the proposed changes are consistent with, the intent-of the Standard Technical

~

Specifications and,therefore are accepted.

'3.

ENVIRONMENTAL CONSIDERATION We have determined that the. issuance of the proposed amendment to. the Technical Specifications appended to Facility Operating License No. DPR-54 for Ranch Seco would not authorize a significant change in types, or a

=

significant increase in the amount of effluents or in the authorized power level, and that. the amendment will not result in any significant environ-mental impact.

Having made these determinations, we have further con-m

=

cluded that the amendments involve an action which is insignificant-from the standpoint of environmental impact and, pursuant to-10 CFR Part 50.F(d)(4). that an environmental impact appraisal need not to be prepared in connection with the issuance of this amendment.

1 4..

CONCLUSION' 3

[:L We have - concluded ' based on the considerations. discussed above. that:

(1) this amendment will not. involve a significant increase in the prob-1

- ability.or. consequences -- of accidents previously considered.: does not

,j create the possibility. of a different; kind of accident. and willinot M

involve -a; significant' hazards consideration; -(2) there is reasonable assurance'that the health-and safety of the public willinot be endangered'

.byfoperationintheproposedmanner;(3)suchactivitieswillbe' conducted-in: compliance with the Commission's regulations and the issuance: of this amendmentJwill not be inimical to the common. defense and security;or to?

the health and safety of the public.
