Section,0. Attendees at this meeting are listed in Attachment I.

At the onset of the meeting Maine Yankee stated they did not intend to appeal the staff's draft denial of their exemption request to 10 CFR 50, Appendix R, Section 0. Their approach was rather to examine practical approaches to com-plying with the rule that would not unduly interfere with plant operation.

The Maine Yankee Reactor Coolant Pumps (RCPs) had essentially two independent

. lubricating systems. The top bearing system, which included the thrust bearing, had about 114 gallons of oil. This was a pressurized system and had numerous potential '3akage points. The bottom bearing, which contained 24 gallons of oil, was passia with only one fill and drain tube as potential leakage points.

Maine Yankee's plan of action called for constructing a " berm" around the upper housing of the pump to collect oil leakage. Baffles would be added to catch pressurized spray from appropriate places such as pumps and heat exchangers.

A new-drain tank would be installed which was capable of holding the entire con-tents of the upper bearing.

The system would be designed to be bolted on to the pumps, to retain access for servicing. The " berm" would be high enough to contain an instantaneous sp'ill. "

Maine Yankee stated that the detailed engineering remained to be done. They were also awaiting delivery of a spare pump which would be an aid to the design process.

The staff stated that this approach appeared to conform to the technical requirements of Section III.0 of the rule in that:

Maine Yankee's approach for the lower bearing was still under study pending verification of "as built" configurations. Maine Yankee stated it would be difficult to control leakage down the bearing shaft because of existing instrumentation for the pump and pump seals in this area. They noted, however, that the seal area was cooled and not a potential ignition source. Maine Yankee -

was considering additional protection for the lower bearing fill drain line.

They also stated they would evaluate use of a higher flash point oil in lhis bearing. It was agreed to have further discussions concerning the lower bearing in four to six weeks.
