PLAN On July 7,1999, members of the NRC staff met at NRC headquarters in Rockville, Maryland, with staff of Maine _ Yankee Atomic Power Company (MYAPC) and its contractors, Stone &

Webster Engineering Corporation (SWEC) and Radiological Services, Inc. (RSI) to discuss the Maine Yankee Atomic Power Station (MYAPS) license termination plan (LTP). This was the second meeting on license termination; the first was held on May 25,1999. In addition to the NRC and MYAPC staffs, various members of the public were in attendance to observe the meeting. A list of the attendees is included as Enclosure 1.

At the May 25,1999, meeting, MYAPC and SWEC had presented their plans to rubblize many i of the concrete structures on site with subsecuent onsite disposal. RSI is developing dose assessment models for the rubblization propual that demonstrate compliance with the NRC's i site release criteria. This is a different approach than other power reactor licensees have chosen for facility dismantlement. The July 7,1999, meeting was conducted for MYAPC and SWEC to provide this additional information to the NRC staff. The agenda included six topics.

The first four topics were related to licensing issues: technical specification changes needed for license termination, phased release of site lands, LTP change process, and rubblization license basis. The final two topics, area classification and survey unit design, were related to the radiological surveys that MYAPC intends to conduct. MYAPC expressed its interest in meeting two more times before its planned November 1,1999, LTP submittal date.

The handouts used by Maine Yankee are included as Enclosure 2.
