, THE MAINE YANKEE ATOMIC POWER STATION LICENSE

- TERMINATION PLAN On August 23,1999, members of the NRC staff met at NRC headquarters in Rockville, Maryland, with staff of Maine Yankee Atomic Power Company (MYAPC) and its contractors, i Stone & Webster Engineering Corporation (SWEC) and Radiological Services, Inc. (RSI) to

, discuss the Maine Yankee Atomic Power Station (MYAPS) license termination plan (LTP). This i was the third meeting held between the staff and MYAPC to discuss license termination; the L previous meetings were held on May 25 and July 7,1999. Staff from the United States l

Environmental Protection Agency and the State of Maine were also in attendance. A list of the attendees is included as Enclosure 1. '

At the earlier meetings, MYAPC and SWEC presented their plans to rubblize many of the concrete structures on site with subsequent onsite disposal. RSl is developing dose assessment models for the rubblization proposal to demonstrate how this process will comply  !

with the NRC's site release criteria. The August 23,1999, meeting was conducted to enable '

RSI to provide a detailed description of their dose modeling techniques, On August 9,1999, MYAPC had provided information on the MYAPS LTP that included a dose assessment section for which RSI had requested proprietary treatment. The staff determined that the submitted information sought to be withheld contained proprietary commercial information and should be withheld from public disclosure; therefore, other than introductory remarks, the meeting was conducted as a proprietary proceeding. The handouts used by RSI were considered proprietary and were retained by RSI after the discussions. The single topic of discussion was the dose assessment modeling that RSI proposes to include as part of the LTP. A Commission Paper is being prepared to address the policy implications of the approach.

2-MYAPC proposed to meet again in September to discuss additional aspects of the LTP. The topics to be discussed at that meeting would include development of their derived concentration guideline levels, the excavation scenario, and application of the RESRAD code. The staff agreed to meet on September 8,1999, in Rockville.
