SUMMARY
OF MEETING HELD Oh OCTOBER 28, 1992 TO DISCUSS FUEL P0OL RERACKING (TAC NO. M85218)
The licensee has announced plans to rerack their fuel pool and is scheduled to submit the attendant request to amend their Technical Specifications in January 1993. This meeting was requested by the staff to review the licensee's proposed seismic methodology.
Staff questions on the 11censee's seismic methodology focused on ensuring that the enveloping analyses were comprehensive.
Staff questions included proposed seismic input acceleration values and spectrum, power spectral density and energy distribution of input time histories, vaiiattor, of input time histories, and shear wave velocity in site bedrock.
In addition, the staff sought to ensure the licensee's analysis would include seismic effects on both full and empty fuel racks, and the interaction between rack mounting feet and the pool liner.
Further questions about the pool liner included a determination that the licensee has leak monitoring capability at every liner weld, and that the licensee will verify full contact between the liner and concrete backing (no liner ripples).
The staff also recommended that design and installation acceptance specifications be developed, and that the licensee provide a rationale as to why the proposed hydrodynamic coupling is conservative, it was concluded that the licensee has the proper background and support for providing adequate design margins, and appears to be proceeding in a direction that should ensure comprehensive analyses to support their amendment application.
