OF MEETING HELD ON SEPTEMBER 8,1999, TO DISCUSS THE MAINE YANKEE ATOMIC POWER STATION LICENSE TERMINATION PLAN i On September 8,1999, members of the NRC staff met at NRC headquarters in Rockville, Maryland, with staff of Maine Yankee Atomic Power Company (MYAPC) and its contractors,  ;

Stone & Webster Engineering Corporation (SWEC) and Radiological Services, Inc. (RSI) to  !

discuss the Maine Yankee Atomic Power Station (MYAPS) license termination plan (LTP). This  ;

was the fourth meeting held between the staff and MYAPC to discuss license termination; the l previous meetings were held on May 25, July 7, and August 23,1999. Staff from the United States Environmental Protection Agency and the State of Maine were also in attendance. A list of the attendees is included as Enclosure 1.

' At the earlier meetings, MYAPC and SWEC presented their plans to rubblize many of the concrete structures on site with subsequent onsite disposal. RSI is developing dose assessment models for the rubblization proposal to demonstrate how this process will comply with the NRC's site release criteria. The September 8,1999, meeting was conducted to enable RSI to provide a description of their dose modeling techniques. The topics addressed at the meeting included their dose assessment assumptions, application of the RESRAD code, the l assumptions'in their proposed excavation scenario, and a discussion of how the rubblization i proposal complies with the principles of ALARA (acronym for "as low as reasonably achievable" j for maintaining exposures to radiation as far below dose limits as is practical). The handouts j used by RSI are included as Enclosure 2.
