HADDAM NECK PLANT AND MILLSTONE NUCLEAR POWER STATION, UNIT NOS. 3, 2 AND 3

-(y=.an application dated Mayj 25,1989CYAPCO) and Northeast Nuclear Energy Com Technical Specifications (TS) for the Haddam Neck Plant and Millstone Nuclear-Power Station, Units 1, 2 and 3.

The proposed amendments would change the Technical Specifications!(TS) by adding: Sections'6.10.2.m (Haddam Neck, Millstone Unit Nos.1 and 2) and 6.10.3 (Millstone Unit No. 3) to the Records Retention section. This section l requires lifetime retention of records of reviews performed for changes made to the Radiological Effluent' Monitoring and Offsite Dose Calculation Manual (REf10DCM)'and the Process Control Program (PCP). Also,' Sections 6.17(Haddam Neck), 6.15'(Millstone Unit Nos. I and 2), and 6.13 (Millstone Unit No. 3) would be changed to simplify the administrative controls for making changes to the Radiological Effluent Monitoring Manual (REMM).

DISCUSSION AND EVALUATION Generic Letter 89-01, "A'Line Item Technical Specification," was issued by the 1

1989. The purpose of GL 89-01 was to provide model TS which l NRC simplify onthe January admin31,istrative requirements for-effluent monitoring programs. The application for license amendments dated May_25, 1989 specifically addresses changes to the REMM and record retention for the REMODCM and the Process

~ Control Program (PCP) and conforms to the guidance in GL 89-01 The TS associated with other elements of the effluent monitoring programs described in GL 89-01 will be addressed separately by the licensee, at a future date.

The NRC staff has reviewed the proposed changes to the TS and concludes that these changes are consistent with the guidance provided in NRC Generic Letter

' 89-01 which furthers the NRC's goal as stated in the Comission Policy Statement for Technical Specification improvements. The staff concludes that the changes are. administrative in nature and that there is no impact on plant safety as a consequence. Accordingly, the proposed changes to the TS are acceptable.

ENVIRONMENTAL CONSIDERATION These amendments involve changes in recordkeeping, reporting or administrative ~

procedures and requirements. The staff has previously published a proposed finding that the amendments involve no significant hazards consideration and there has been no public comment on such finding. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.

CONCLUSION We have concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the comon defense and security or to the health and safety of the public.
