NOTICE OF APPEAL This notice is to notify all parties that Intervenor

. Campaign for a Prosperous Georgia (Prosperous Georgia) will file an appeal of the Atomic Safety & Licensing Board's Preliminary Initial Decision in the above-docketed proceeding. This appeal will address all contentions raised by Prosperous Georgia from the initial filing of this case. Prosperous Georgia was unable to appeal earlier Board rulings rejecting legitimate contentions because no decision had been reached in the licansing process and the rules require waiting until a final licensing ruling to file appeals of specific contentions. Although no final ruling has been issued in the licensing process, the Board in its Partial Initial Decision states that said decision "does resolve a major segment of the case and is therefore appealable at this time."

Prosperous Georgia will file its appeal on all contentions in a timely manner.
