w RDW 4.1 MINOR Revision 2 05-11-84 RECEIPT OF RADIOACTIVE MATERIAL 1.0 GENERAL Packages of radioactive material delivered to PBNP must be surveyed and checked for proper packaging and labeling by HP. Packages that are to be picked up at the carrier's terminal may require HP coverage. If a package is found to exceed allowable limits for contamination or radiation, then the Health Physicist must be notified immediately.

THE TYPE "A" QUANTITIES LISTED IN THE TABLE ARE ONLY TO BE USED WHEN DETERMINING WHETHER AN INCOMING PACKAGE REQUIRES A RADIATION SURVEY FOR NRC PURPOSES.

3.5 Packages being held at a carrier's terminal will be picked up expeditiously upon notification of its arrival.

4.0 NOTIFICATION OF RADIOLOGICAL VIOLATIONS (10 CFR 20.205) 4.1 If a package, vehicle, or cask exceeds the external radiation or removable conta.nination limits specified in this procedure, imediately notify the health physicist or Superintendent-CHP.

4.2 If a package exceeds the radiation or contamination limits given below, then notification to the NRC Office of Inspection and Enforcement is required.

a. 200 mrem / hour on the external surface of the package.

RDW 4.1-Page 4 5.0 SAFETY PRECAUTIONS

~5.1 The stock person shall not move or handle any package containing radioactive material shipped in a sole use (exclusive use) vehicle until it has been surveyed and released by HP.

5.2 If the package is broken or damaged, detain the carrier until the package has been surveyed and released by HP.

5.3 Use radiation protection procedures when handling radioactive materials.

5.4 Adhere to standard safety methods when lifting heavy packages.

6.0 GENERAL - RECEIPT OF RADIOACTIVE MATERIAL Radioactive material is normally sent to PBNP in one of four ways; on a closed transport, exclusive use vehicle; on an open transport, exclusive use vehicle; on a nonexclusive use vehicle; or in the mail if the material constitutes a limited quantity.

6.1 Limited Quantities (49 CFR 173.422) 4 No incoming survey is required for a package containing a limited quantity of radioactive material; however, the package and its contents should be checked to ensure that they meet the requirements of limited quantities as specified in RDW 5.2.

6.2 Closed Transport, Exclusive Use Vehicle 6.2.1 Radiation Limits (49 CFR 173.441)

a. 2 mrem / hour anywhere in the driver's compartment.
b. 1000 mrem / hour on the accessible surface of any package.
c. 200 mrem / hour at any point on the external surface of the vehicle including the upper and lower surfaces.
d. 10 mrem / hour at any point two meters (6.6 feet) from the verticle planes projected by the outer edges of the vehicle.

6.3.2 Removable Contamination Limits (49 CFR 173.443)

Renovable contamination limits for packages arriving on open transport, exclusive use vehicles are as stated in Section 6.2.2 above.

6.4 Nonexclusive Use Vehicles Monitoring of packages arriving on this type of vehicle must be completed within the required time period stated in Section 3.0 above. Packages which exceed the radiation limits given below require immediate notification to the NRC Office of Inspection and Enforcement in accordance with section 4.2 above.

RDW 4.1 Page 7 8.0 RECEIPT OF PACKAGES 8.1 Depending on the amount of radioactive material received, incoming packages and the transport vehicle must be surveyed for radiation /

contamination levels as specified in Section 6.0 above.

8.2 Each package must be checked for proper labeling and packaging.

8.3 A " Radioactive Material Receipt," Form CHP-12, must be completed and the materials marked or posted as appropriate.

8.4 Packages containing a greater than Type "A" quantity of radioactive material will be accepted when offered for delivery at PBNP.

9.0 RECEIPT OF EQUIPMENT / MATERIAL 9.1 General The majority of equipment received at PBNP is used during extended out-ages by contractor personnel. It may consists of steam generator eddy current, steam generator sludge lance, or inservice inspection equipment.

These shipments are normally made in an exclusive use vehicle owned or leased by the contractor.

9.2 Procedure 9.2.1 Perform a radiation / contamination survey on the incoming equip-ment and the transport vehicle as specified in Section 6.0 above.

l 9.2.2 Obtain the incoming shipping papers from the driver or contractor representative.

9.2.3 Complete a " Radioactive Material Receipt," form CHP-12.

l l 9.2.4 Each empty vehicle intended for future exclusive use I shipments must be surveyed prior to release in accordance with Section 7.0 above.

j 10.0 RECEIPT OF SOURCES 10.1 General CHP sources received at PBNP may be in either the liquid or solid form. They may be received as limited quantities in the mail or as Type "A," "B" or highway route controlled quantities in ekclusive or nonexclusive use vehicles.

RDW 4.1 Page 8 10.2 Procedure 10.2.1 Notify a Chemistry or Health Physics Supervisor of the receipt of a source.

10.2.2 Perform a radiation / contamination survey on the incoming source and the transport vehicle (if required) in accordance

. with Section 6.0 above.

10.2.3 Obtain the incoming shipping papers from the driver.

10.2.4 Complete a " Radioactive Material Receipt," form CHP-12.

10.2.5 Make the appropriate entries in the source inventory and leak test record book, based on the amount of activity received.

10.2.6 Store the source (s) in the health physics source room or other designated area.

11.0 RECEIPT OF NEW FUEL

- 11.1 General i New fuel received at PSNP is shipped in an exclusive use vehicle; therefore, the vehicle must be surveyed before the vehicle can be unloaded. The new fuel is shipped as Fissile Class II radioactive material.

t 11.2 Procedure i

11.2.1 Perform a beta / gamma neutron and contamination survey prior i to unloading the vehicle. Count the smears for beta gamma and alpha contamination. Contact a CHP Supervisor if contamination levels exceed SMDA.

NOTE: REFER TO SECTION 6.0 ABOVE TO DETERMINE IF THE PACKAGE IS WITHIN ACCEPTABLE LIMITS.

11.2.2 New fuel containers are stored at the spent fuel pit or on El. 66' by the waste distillate tanks until they are unloaded.

11.2.3 When the containers are opened, the assemblies and the

, inside of the containers are smeared. Count the smears for

j. beta / gamma and alpha contamination. A beta / gamma survey is taken of each assembly. *.

b. Physical and chemical form entries are solid and oxide, respectively.
c. Obtain activity (Curie content) from Reactor Engineering.

11.2.5 Results of the incoming container smear survey should be called to Reactor Engineering.

11.2.6 Prior to releasing the truck for future service as an exclusive use vehicle, a radiation / contamination survey must be completed in accordance with Section 7.0 above.
