SUPMARY OF JUNE 4,1986 MEETING WITH PUBLIC SERVICE COMPANY OF COLORADO (PSC) ON LICENSING STATUS FOR i FORTST.VRAIN(FSV)

The purpose of this meeting was to review and discuss the status of all licensing actions pending for FSV. Attendees at this meeting are listed in Enclosure 1.

NRC Response To PSC Submittals PSC requested the staff discuss the status of a number of PSC submittals and how these licensing actions were being handled. PSC and the staff agreed that this information should be provided to PSC since the Operating Reactors Licensing Action Sumary (ORLAS) imothly report had been discontinued.

The staff's responses on the status of these licensing actions is sumarized in Enclosure 2. The staff noted that certain NRC responses to PSC concerned inspections and quality assurance. The staff advised PSC to contact the NRC Region IV staff concerning these responses.

Status of NRC Reviews PSC requested the staff discuss a number of licensing actions under review. The staff's discussion is sumarized as follows:

Fire Protection - The staff has established a date of July 18, 1986 for completion of the safety evaluation (SE) on the FSV safe shutdown systems.

However, this SE would still contain an open item pending PSC's submittal and NRC's review of the firewater cooldown method. At that time, all fire protection SEs would be sent to PSC for review and coment.

When PSC's comments were received, the staff would establish if the results were sufficiently complete to issue PSC's requested exemptions.

Technical Specification Upcrade Program (TSUP) - The staff requested that PSC provide an updatet estimate of the fourth FSV refueling. PSC -

stated this would be about June 1988. The staff stated that the TSUP appeared to be about half complete, based on the number of action items still unresolved. However, an examination of the TSUP mark-up would t indicate much greater progress. A copy of the staff's comments on the final draft of TSUP was provided to PSC. The staff stated that July 1986 looked like a favorable time to schedule a meeting on TSUP. The staff also noted that some portions of TSUP could be completed on separate schedules if this was mutually agreeable to PSC and the NRC.

  • However, every effort should be made to complete TSUP by mid-1987.

Other Licensing Actions The staff informed PSC of the status of a number of other licensing actions.

The status of these actions is sunmarized in Enclosure 3. The staff also stated it would inform PSC of schedules for new licensing actions as these were established.

Further Actions Concerning the Chernobyl Accident The staff advised PSC that information from the Chernobyl accident over the summer would need to be reviewed by PSC and the NRC prior to FSV's restart in the fall of 1986. The staff noted that a report on this accident by the staff would be available shortly. PSC and the NRC agreed to meet in August 1986 to further discuss this issue.

Status The staff informed the Commission in SECY 86-97 dated March 24, 1986 of utility responses to GL 85-02. The staff also published a draft NUREG-0844 on this subject and intends to issue a final NUREG shortly. The staff still intends to respond to the individual licensees on this subject, but does not have a schedule for this action.

PSC Submittal 2 Beta Monitoring - In letter P-85339 (Gahm to Hunter dated September 25, 1985), PSC provided a proposal for a filtration system and beta monitor.

The PSC submittal is under review. A target completion date has not been scheduled (TAC No. 61580).

PSC Submittal 3 Frocedures Generation Package - In letter P-85386 (Gahm to NRC dated October 30,1985), PSC submitted a sumary report of the procedures generation package for Fort St. Vrain.

Status The staff stated that the Technical Evaluation Report (TER) for this review was complete. The staff would consider sending this TER to PSC for comment (TAC N0. 44304).

PSC Submittal 4 Detailed Control Room Design Review - In letter P-85384 (Warembourg to Butcher dated October 29,1985), PSC submitted documentation concerning the detailed control room design review (DCRDR). In January 1986, PSC requested an expedited review of four specific aspects of the DCRDR (PSC letter, Warembourg to Berkow dated January 17,1986(P-86005)).

Status A draft letter approving 3 of the 4 changes requested in P-86005 has been prepared. The staff also has a TER on the early phases of PSC's program and will consider sending this to PSC. The staff noted that PSC still owed additional submittals as per Attachment 7b to P-85384.

PSC Submittal 5 Policy Statement on Engineerir.g Expertise - In letters P-86047 (Gahm to Berkow dated January 20, 1986) and P-86365 (Gahm to Heitner dated May 15,1986),

PSC provided its position concerning the Commission policy statement on engineering expertise on-shift.

Status (As detennined subsequent to this meeting)

These responses have been forwarded to the Human Factors Issue Branch and will be used to develop an industry-wide status summary (No TAC numbers are issued).

PSC Submittal 6 Control Rod Drive and Orificing Assembly (CRD0A) Preventive Maintenance Program - In letter P-86078 (Gahm to Berkow dated February 3, 1986), PSC provided the NRC a proposal for a comprehensive CRD0A preventive maintenance program. PSC considers this item to be complete but would like to know if NRC coninents are forthcoming.

Status The PSC submittal is under review with a target completion date of July 30, 1986 (TAC No. 61066).

PSC Submittal 7 Records Storage Center - In letter P-86069 (Warembourg to Berkow dated April 25, 1986), PSC submitted to the NRC information pertaining to the construction of a new records storage center.

PSC Submittal 8 DBA-1 and DBA-2 Relationship to Environmental Qualification - In response to a staff request concerning the effect of the EQ program on DBA-1 and DBA-2, PSC submitted letter P-86280 (Walker to Berkow dated May 12,1986).
