SUMMARY

OF JUNE 27, 1986 MEETING WITH PUBLIC SERVICE COMPANYOFCOLORADO(PSC)TODISCUSSSTATUSOFTHEFORT ST. VRAIN (FSV) TECHNICAL SPECIFICATION UPGRADE PROGRAM (TSUP)

This meeting was held to discuss the status of the FSV TSUP. The meeting was requested by PSC to discuss their concerns about the TSUP scope and direction.

The attendees at this meeting are listed in the enclosure.

PSC stated that their general concerns were that the TSUP appeared to be diverging away from resolution. They concluded that the extensive coments on the final draft indicated that the NRC and PSC were not reaching agreement on a final product. They were also concerned that certain of the original ground rules for the TSUP do not appear to have been followed. Finally, the schedule for the program was being disrupted by the large amount of work remaining to be done. Specific PSC comments addressed:

The large number of requests for additional documentation, especially on reactor physics; Many requests for FSAR changes potentially beyond the licensing basis; The need for additional justifications (including deviations from Standard Technical Specifications);

Potential backfits; and Changes from earlier NRC guidance.

July 21, 1986 The staff replied that it would be desirable to address PSC's concerns in detail and to hold a meeting on the TSUP scope and direction. During this meeting, the TSUP ground rules would be reviewed and potential deviations from the ground rules discussed. The staff noted that in certain cases the TSUP incorporated actual licensing basis changes, and this required additional information and justification. However, the staff stated that it was not the intent of the TSUP to impose backfit requirements on FSV. PSC and the NPC staff agreed to schedule another TSUP meeting to further discuss these issues.
