SUMMARY

OF-MEETING WITH PUBLIC SERVICE COMPANY OF COLORADO (PSC) ON FORT ST. VRAIN (FSV) PERFORMANCE ENHANCEMENT PROGRAM (PEP), January 16, 1986 The purpose of this meeting was for PSC to present a summary of their progress to date, in implementing the PEP at FSV. The attendees at this meeting are listed in Enclosure 1.

Mr. D. Picard of PSC presented the overall status of the PEP. Viewgraphs used in his presentation are provided in Enclosure 2. The key points presented by Mr. Picard are as follows:

1. 71 of 78 new positions had been filled. However, internal promotions

, had created new vacancies elsewhere in the organization. A program had been added to look at personnel retention, since FSV appeared to have a higher turnover rate than other PSC organizations.

2. Major efforts were being made in the upgrade of the Technical Specifications and associated plant procedures for operations and preventative maintenance.
3. Significant capital investment was being made to upgrade facilities at the site.

An independent audit of the PEP was performed by the S. M. Stoller Corporation. The results of this audit were presented by Mr. S. Stoller as follows:

1. The PEP was a very comprehensive program, and involved extensive changes. It reflected a high level of management commitment to improve FSV's performance. -
2. It would take several years for the full impact of these changes to be realized. However, the overall approach reflected by the PEP was a good approach.
