SUMMARY
OF MEETING WITH PUBLIC SERVICE COMPANY OF COLORAD0 TO DISCUSS PLANS FOR CONFORMANCE TO 10 CFR-PART 55 FOR FORT ST. VRAIN - OCTOBER 2,.1987 This meeting was' held at the request of Public Service Company of Colorado (PSC) to discuss specific asaects of the PSC approach to conform with 10 CFR Part 55 for Fort St.' Vrain (:SV). The attendees at this meeting are listed in. PSC initially presented an overview of its approach to meeting the rule requirements. PSC's 3roposal was characterized as a preliminary proposal, with the purpose of o>taining staff guidance on potential refinements in the course of the meeting. PSC's presentation material is provided in Enclosure 2. PSC's overall goal is to construct a simulation facility consisting of three .majorcomponents. These are: A limited scope simulator, A control room mock-up, (itself). And the reference plant PSC's initial proposal would be to construct the facility over a five year period. PSC's presentation detailed the plant systems that would be covered by the limited scope simulator. This simulator would eventually cover 10 of the 13 criteria in 10 CFR 55.45. All 13 criteria would be covered by the complete simulation facility. In response to PSC's presentation, the staff noted the proposed schedule would potentially require a schedular exemption from the rule deadlines. The staff stated that this would be extremely difficult to obtain. A better approach would be to plan on building an acceptable simulator by the rule deadlines. Refinements and additions beyond the minimum requirements could still be added j their activities and plans towards meeting the rule deadlines. y would reor later. t PSC stated that they currently have a control room mockup used both by training and engineering. They planned to build a new mockup for the simulation facility. The simulator would be developed on a panel by panel basis. The initial panel would be the controls associated with reactor startups. Each aanel would be simulated by multiple microcomputers, operating througi a high speed data network (file server). Each computer would interface to the control panel controls and readouts through appropriate Jr. slog to digital converters.
