SUMMARY

OF NOVEMBER 5,1986 MEETING WITH LOS ALAMOS NATIONAL LABORATORY (LANL) TO DISCUSS THEIR TECHNICAL EVALUATION REPORT (TER) ON THE PRESTRESSED CONCRETE REACTOR VESSEL (PCRV) TENDONS AT FORT ST. VRAIN (FSV)

On November 5,1986, the NRC staff met with Stan Moore and Erik Fugelso of LANL to discuss their TER on the PCRV tendons at FSV. The attendees of this meeting are indicated in the enclosed List of Attendees.

The objective of this meeting was to review LANL's final TER to determine if it addressed the staff's concerns with the draft TER. In January 1985, LANL was requested to study some of the technical p.roblems at FSV. The objective of Task 2 of this request was to evaluate the performance of the PCRV and its degradedtendonsystem,basedonPCRVsurveilJanceinformation. LANL submitted their draft TER, " Technical Assistance for Fort St. Vrain, Task II PCRV and PCRV Tendon Evaluation," to the staff on March 30, 1986. The NRC staff reviewed this draft TER, and found it to be too analytical for the staff's needs. The staff preferred that LANL take a more practical approach to the problem of PCRV tendon degradation at FSV. On July 21, 1986, the staff technical reviewer provided comments on LANL's draft TER. On September 16, 1986, LANL submitted the revised TER discussed at this meeting.

The revised LANL TER differed little from the draft TER, and it still did not adequately address many of the staff's concerns regarding the FSV PCRV tendons.

In order to better define the staff's concerns, the staff expounded upon each of the thirteen comments contained in the staff's July 21, 1986 letter to LANL.

The LANL contractors stated that the staff's present concerns regarding the PRCV tendons differed from the concerns for which the TER was written.

Nevertheless, the contractor agreed to again revise the TER and contact the staff in approximately two weeks to discuss resolution of the staff's cencerns on the draft TER.

3) If the PCRV tendons continue to degrade, what the PCRV safety margin

In order to adequately respond to these major concerns,'the staff requires n someone who.is- familiar with the relevant ASME codes, the FSV Final Safety -

' Analysis ' Report, and the structural- properties of concrete. LANL. agreed to infom the staff on the ' possibility of obtaining the assistance of a person

1) The design margins of the PCRV with respect to the tendons,
2) With the present amount of tendon degradation, what the remaining safety margin of the PCRV is, and
3) If the PCRV tendons continue to degrade, what the PCRV safety margin will be-in 20-30 years.

In order to adequately respond to these major concerns, the staff requires someone who is familiar with the relevant ASME codes, the FSV Final Safety Analysis Report, and the structural properties of concrete. LANL agreed to inform the staff on the possibility of obtaining the assistance of a person with these qualifications to respond to these staff concerns. Any work done to address these three concerns would be performed under a new contract.
