BOARD NOTIFICATION REGARDING FREEZE-WALL THAWING (BN-85-088)

In accordance with the NRC procedures for Board Notifications, the following information is being provided. This information is applicable to the Midland Plant, Units 1 and 2. The Midland OM-OL Licensing Board and parties are being informed by copy of this memorandum. ,

As noted in the enclosure, underground utility movement at the freeze-wall crossings during thawing was more than anticipated. Preliminary survey data from the four monitoring pits indicate that utility settlement exceeded freeze-wall heave in some cases. The adequacy of safety-related underground electrical duct banks and piping in the plant b6ckfill at the Midland site and the potential heaving and thawing influences of the freeze-wall were addressed in the Midland OM-OL hearing and its associated Partial Initial Decision (dated January 23, 1985) currently before the Appeal Board.

Because of the indefinite status of construction resumption, no further reporting on this issue is planned unless the project is reactivated.
