THRU: R S Chief, ORB #1, DRL DECCHMISS10NIlG By letter dated April 12, 1971, Lockheed Aircraf t Corporation applied for authority to dispose of some of the vessel internals for the i Radiation Effects Reactor (RER) and to deconnission the reactor. The application contains plans for both efforts.

In executing the plan for decommissioning the reactor, Lockheed would l dispose, by authorized means, of all the fuel and control rcid drives in its possession which could be used to operate RER. No special _

nuclear material would remain at the Radiation Effects Facility (REF) and the State of Georgia would is' sue a Byproduct Naterial License to cover activated materials remaining at the facility. Because the RER  !

could no longer be operated, because no special nuclear matet_al i would remain at the REF, and because the State of Georgia would assume reg-ulatory c_ontrol of-the remaining b"y%oduct material, we could then terminate License No. R-86~ -

Af ter reviewing the application, we concluda that it is adequate as submitted. Further, we conclude that execution of the plans will not be inimical to the common defense and security or to the health and safety of the public.
