SUBJECT:

MEDIA INTEREST IN DECOMMISSIONED REACTOR The 10 MW (thermal) radiation effects reactor was decomissioned by Lockheed Aircraft Corporation in 1971.

The licensing of the residual radioactivity at the reactor site was transferred from the NRC (AEC) to the State of Georgia, an agreement state. After inspections and certification by' the State of Georgia, the site was declared safe and sold to the City of Atlanta in 1971.

Between 1971 and 1976, access to the site was not restricted.

In September 1976, the State of Georgia performed additional and more -

detailed radiation surveys of the facility and concluded that some areas presented a possible radiation hazard with regard to internal exposures.

The State isolated the old hot cell' area and fenced in the other area where low level ra'diation was found.

"No Trespassing" signs were posted on the two fenced areas. An IE inspector accompanied State officials on a tour of the site in March 1978 and observed the hot cell and the other fenced area..There Were no indications of a hole in the hot cell or removal of any fencing.

In April 1977, the State of Georgia requested from NRC an aerial survey of the site.

This survey is scheduled for June 5, 1978. An IE inspector will participate in the survey.

Articles in a local newspaper on May 14 and on national television (TodayShow) on May 15, expressed concern that unrestricted use had been allowed by the State from 1971 until 1976 and that the fenced-off area was not adequately policed by the State.

A news release is not planned by the NRC.

RII (Atlanta) received notification of the media interest from discussions with the State of Georgia on May 12.

This information is current as of 2:00 p.m. on May 15.
