By letter dated April 12, 1971, Lockheed Aircraf t Corporation applied '!

for authority to dispose of 'some of the vessel internals for the Radiation Effects Reactor (RER) and to decocunission the reactor. 'Ihe i$

application contains plans for both efforts. }d

+

, In executing the plan for decommissioning the reactor, Lockheed would I

~

dispose, by authorized means, of all the fuel and control rod drives in its possession which could be used to operate RER. . No special nuclear material would remain at the Radiation Effects Facility (REF) ar.d the State of Georgia would issue a Byproduct Material License to .

cover activated materials remaining at the facility. Because the RER  !

could no longer be operated, because no special nuclear matertal would i remain at the REF and because the State of Georgia would assume reg-1 ulatory control of-the remaining b'y%oduct material, we could then terminate License No.'RT86~I, y i

  • After reviewing the application, we conclude that it is adequate as

submitted. Further, we conclude that execution of the plans will not be inimical to the conanon defense and security or to the health and safety of the public. I
