The attached report of a special inspection of the subject facility by our
inspectors on Septe=ber 9, 1970, is forwarded for infor ation. The purpose
of the inspection was to discuss the deco ==issioning of the RER and to deter-
mine if the Technical Specifications requirements are being =et nov that the
plant is shutdown. (Plant was last operated on July 16, 1970.)
'
Four items of nonco=pliance with the Technical Specifications were detected
during the inspection. The ite=s involved primary coolant sa=pling, opera-
tional check of e=ergency diesel generator, mini =u= instrumentation require-
ments and the Safety Co=ittee meeting require =ents. A Fo= AEC-592 vill be
issued even though the above items may fall in the category of " technical
violations . " The licensee- has info =ed the inspector that he vill soon submit
a request to DRL to change the RER Technical Specifications in order to =e.ke
the applicable to the shutdown facility.
The Lockheed plan is to co=pletely close the facility on Septe=ber 30, 1970.
The only personnel re=aining at the site vill be one reactor supervisor, one
H.P. , one =aintenance technician and enough security personnel to =aintain
around-the-clock coverage.
Mr. M. A. Dewar, Deco =issioning Task Force Leader, informed our inspector
'
that Lockheed's present plan is to return the site and associated facilities
to an unrestricted status. This vould invclve transporting to a designated
burial ground all conte =inated and activated =aterial including the soil frc=
around the reactor and from the seepage pit.
In the =anage=ent interviev, our inspectors atte=pted to i= press on these
present the =agnitude of the task which they are facing in decontaminating
the site and disposing of conta=inated and/or activated material. Although
Mr. Dewar indicated that he is aware of the =agnitude of the task, the
minimal nu.ber of personnel re=aining at the site to supervise the decon-
tamination and disasse=bly effort would suggest that they are not fully
cognizant of the proble=.
