The environmental radiation field team has completed a detailed survey.,of five areas _ located in a 10,000. acre -tract..

3 known as-the Dawson Eorest Wildlife _ Management. Area.

WhereasJdetectable amounts of radiation were found in all five areas, two of the locations (hot cell area and cooling off area) showed radiation levels considerably in excess of U. S. Nuclear Regulatory Commission; (NRC) guidelines for limits prior to release j-for unrestricted use.

The radiation levels in the same two areas are also in excess of the release limits established by the Georgia

~

~ Radiological Health Unit in 1972.

It alr.o appears that the partic-ulate matter containing the radioactive irotopes is loosely bound I.

in the soil and on other surfaces such that contact with the area by people might result in inhalation of such particles.

Protective measures should, therefore, be instituted to minimize the exposure of people to the radiation in the two areas.

5 Because of the physical and chemical prope ties of the material involved, its removal to a burial site does not appear to be prac-tical from a health physics-standpoint.

Block and seal any outside' openings of the old hot cell building i.e., brick and mortar to seal doors and windows; fill port holes with concrete; seal small hole in the roof to keep out water.

Spread fill dirt (approx. 2 ft. in depth) in 150-200 ft.

In addition to the recommended protective measures, periodic surveillance on an annual basis should be instituted to monitor

' dose levels, movement of contamination, ground and surface water radiation levels, and selected wildlife radioactivity levels.

The surveillance will be performed by EPD's Environmental Radiation Survey team.

The complete report prepared by the Environmental Radiation Survey Team is attached as the basis for the recommendations presented in this memorandum.

The EPD staff will be available to work with you or others regarding this' matter.

The sentence structure incorporating the term "all areas" in the report does not mean all areas located throughout the 10,000 acre tract, but rather to the five specific areas enumerated on the preceeding pages.

The radioactivity sievels in two of the five areas are considered high enough to warrent closure to As a result, recommendations were made to close off the hot cell building access.

We have carefully reviewed the recent report of your depart-ment concerning the radiation hazards in the Dawson Forest Wildlife Manage ment area in Dawson County, Georgia (property owned by the City of Atlanta On page 8 of that report, it is stated that "in all_ areas, except the reactor area at this time, there is definitely a significant f

radiation hazard with regard to internal _ exposure to individuals."

As you may know, this wildlife management area is being openec We would appreciate to the public during three to four days of the week.

your advice as to whether, under the circumstances referred to abov entire area should be, at least temporarily, closed to the public.
