AFFIDAVIT OF JANICE A. STEVENS IN SUPPORT OF STAFF RESPONSE TO MOTION OF COMMONWEALTH EDIS0N COMPANY FOR

SUMMARY

DISPOSITION OF NEINER CONTENTION 1 I, Janice A. Stevens, being duly sworn, depose and state as follows:

1. I am the Licensing Project Manager for Braidwood Station, Units 1 and 2, Licensing Branch 1, Division of Licensing, Office of Nuclear Reactor Regulation. I have personal knowledge of the matters set forth herein and believe them to be true and correct to the best of my knowledge, information and belief. A copy of my professional cualifications is attached.
2. I give this affidavit in response to the " Motion of Commonwealth Edison Company for Summarv Disposition On Pleadings" dated June 11, 1985. The Motion seeks, in part, summary disposition of Intervenor Bob Neiner Farms, Inc. Contention 1. Contention 1 states as follows:

. basis within 600 feet from the closest line, and that the 765 kV transmission lines should not be placed closer than 600 feet from any structure or area in which people can be expected to be present six or more hours per day. The hazardous and dangerous conditions include: audible noise impairing hearing, increasing tension, inter-ferring with sleep, interfering with speech; inter-ference with the operation of cardiac pacemakers; biological effects on humans because of exposure to electric fields excluding the use of nearby areas for working, living or recreation, and the danger of shock to persons and animals.

The basis for this contention is that Common-wealth Edison testified before the Illinois Commerce Commission that as of March 3,1978, approximately 60% of all transmission right-of-way acquisitions included right-of-way for 345 kV and 765 kV trans-mission lines. Opinion No. 78-13, involving Case No. 26529, issued by the Public Service Commission of New York discusses the hazards associated with 765 kV lines.

3. I have read the " Motion of Comonwealth Edison Company for Summary Disposition on Pleadings" dated June 11, 1985, Material Facts As to Which There is no Genuine Issue to Be Heard, regarding Neiner Contention 1 and the Affidavits of Alfred H. Getty dated June 12, 1985 and David H. Smith dated June 13, 1985.
4. I have identified and read Section 3.9 Transmission Facilities, Section 6.1 Applicant's Preoperational Monitoring Programs, and Amendment 2 of the Braidwood Station, Units 1 and 2 Environmental Report - Operating License Stage (ER-OL) which contained references to the' location, description and environmental effects of a 765 kV transmission line and corresponding right-of-way.
5. I have read and hereby verify the June 10, 1985 submission of Amend-

! ment 7 to the Braidwood ER-OL. ER-OL items amended by Amendment 7 under Section 3.9 Transmission Facilities, Section 6.1 Applicant's Preoperational Monitoring Programs, and Amendment 2 include:

Section 3.9.1 Location and Description of Right-of-Way; Section 3.9.2 Line Design Parameters; Section 3.9.3 Existing Substations Affected; Section 3.9.4 Raciated Electrical and Acoustical Noise; Section 3.9.6 Electrostatic Field Effects; Figure 3.9-2 Route Map and Structure Profile, Braidwood-Crete R.0.W.; Figure 6.1-7 Radiological Monitoring Sampling Locations; and a revised response to QE100.1.

The effect of this Amendment is to remove details of future uses of portions of R0W's that are not needed for construction of trans-mission lines to transmit power from Braidwood Station, Units 1 and 2.

6. In conclusion, Amendment 7 to the Braidwood ER-OL deletes the proposed 765 kV transmission line associated with the operation of Braidwood Station, Units 1 and 2 from the ER-OL portion of the Braidwood application. Accordingly, the 765 kV transmission line will not be further considered in Staff evaluation of environmental impacts of the proposed action.

Manage and participate in the review and evaluation of safety and environmental considerations associated with the design and oper-ation of an assigned nuclear power facility; prepare documents required to support licensing, such as Safety Evaluation Reports and Environmental Impact Statements. Service as the principal NRC point of contact for the assigned facility; control infor-mation flow between NRC and the utility, public, Congress, other government agencies, and media. Resolve inconsistencies and differences of opinion between NRC and the utility.

Oak Ridge National Laboratory (ORNL)

Dak Ridge, Tennessee September 1975 - June 1982 Technical Assistant to Director of NRC Programs / Central Management:

Monitored all ORNL programs funded by the NRC: prepared and pre-sented program status reports; served as interface between ORNL and NRC management; and assisted in establishing long-range goals and objectives for existing programs as well as developing new initiatives for future ORNL participation.

Development Associate / Nuclear Division:

Analyzed experiments and developed phenomenological models related to nuclear safety. Developed test programs and participated in long-range planning activities concerning both fossil energy and gas centrifuge technologies.
