AFFIDAVIT OF MICilAEL J. WALLACE Q1. Introduce yourself and describe your responsibilities at Braidwood.

A1. My name is Michael Joseph Wallace. I am enployed by Commonwealth Edison Company as the Braidwood Project Manager and also the Assistant Manager of Projects. As the Project Manager for Braidwood, I have primary responsibility for the completion of the Braidwood Project, including the management of construction, testing, licensing, and startup activities. I also have close communications and an established interface with the Braidwood Station Manager, who has the responsibility for the operation of the Braidwood Station. As the Assistant Manager of Projects, I act 1

for the Manager of Projects in his absence, and I carry out other responsibilities as prescribed from time to time by the Manager of Projects.

Q2. Is Braidwood Unit I ready to proceed with startup? .

A2. Braidwood Unit 1 is currently ready to immediately proceed with startup and initial criticality (hereaf ter termed Mode 2). I base this assertion on the following plant status information.

All construction activities necessary for initial criticality have been completed. All work requests requiring completion before entering Mode 2 have been completed.

, . . A2. Cont'd All system testing activities required for Mode 2 have also been completed. All pre-operational tests required to be completed for initial criticality have been completed. Precritical testing performed subsequent to fuel loading is also complete up to the point of entering Mode 2: two tests that are included in the preceitical testing program are performed as part of the initial criticality test sequence, and as such, will be performed upon entering mode 2. One additional precritical test has been rescheduled for completion in Mode 2.

All equipment is ready for startup, with the exception of the equipment that is normally taken temporarily out-of-service for routine normally scheduled maintenance activities.

All of the surveillances required to be completed prior to entering Mode 2 have been completed.

We have had periodic briefing sessions with NRC Region III personnel at which updates of the plant status information, as detailed above, were presented, and at which overall plant readiness for criticality was discussed. The NRC staff expressed no concerns at the last such meeting, held in early May, 1987, that the plant status would not support initial criticality. Also discussed at these meetings was the status of open NRC inspection reports and ISE Bulletin items. After the last such briefing session, the NRC informed me that no such NRC items that might affect initial criticality remained open.

A2. Cont'd In conclusion, I am unaware of any remaining NRC initiated open items, or conditions in plant status, or any other reasons, that would stand in the way of an irrsediate transition into Mode 2, and thus, initial criticality.

Q3. When is Unit 1 expected to be ready to exceed 5% power?

A3. Our current startup and power ascension schedule shows a date of June 26, 1987, for the transition to Mode 1. Mode 1 signifies the completion of low power testing and the beginning of the power escalation sequence and intermediate power testing. In a situation where the date of full power license issuance would not represent a constraint, I currently foresee no reason to preclude our meeting this scheduled date for the start of power escalation.
