AFFIDAVIT OF RONALD N. GARDNER I, Ronald N. Gardner, being duly sworn, depose and state:

1.

I am Chief of the Braidwood Section, Division of Reactor Projects, Region III, U.S.N.R.C.

I have responsibility for managing the NRC inspection program at the Braidwood Station during all phases of construction,

testing and operation to ensure that the station is constructed, tested and operated in accordance with the provisions of NRC permits, licenses, rules and regulations.

I directly supervise one project inspector and three resident inspectors.

2.

I received a U.S. degree in Electrical Engineering from Virginia Polytechnical Institute (VPI) in 1972.

I have worked as an engineer or an engineering supervisor and manager in the nuclear industry since 1972.

3.

The purpose of my affidavit is to affirm that Region III w!!!

take action to ensure compliance with the license conditions invoked by any license issued by NRC as a result of CECO's Motion for Authorization of Fuel Loading and Precritical Testing, dated August 18, 1986.

The NRC will require the Applicant to have, in place, procedures 1

which adequately describe the controls which the licensee will implement to ensure that during fuel load and precritical test activities the boron concentration of the reactor coolant and makeup water systems will be maintained at no less than 2000 parts per million (ppm).

The NRC will review these procedures prior to fuel load and will ensure that the procedures include the following special provisions:

Proper identification of all valves required to be locked closed l

to ensure that nonborated water sources will be isolated from i

l the reactor coolant system.

b.

Surveillance requirements to ensure that locked valves remain in the correct locked position.

i c.

Grab samples to be manually taken from the reactor coolant and makeup water systems and analyzed at least once per shift to i

verify that the boron concentration is at least 2000 ppm.

The makeup water system will be sampled and analyzed to I

l Verify that the boron concentration is at least 2000 ppm each t

time water is added to the system.

Any license conditions imposed by the NRC in a license auth-orizing fuel loading and precritical test activities.

5.

Initial and periodic verifications will be performed by the NRC 4'

so as to ensure that the special provisions of the above procedures are l

being adhered to.

The NRC will perform inspe:tions to. ensure that fuel load and precritical testing activities are being carried out in accordance with plant technical specifications and that systems and equipment which are required by the technical specifications are operational.
