depose and state:

1.

I am employed by the Illinois Emergency Services and Disaster Agency ("IESDA") as Radiological l-Emergency Planning Supervisor.

I have been employed by l

IESDA in that position since October, 1985.

As Radiological Emergency Planning Supervisor, I am responsible for develop-i ing, maintaining and supervising the Illinois Plan for Radiological Accidents ("IPRA") for all seven nuclear power stations in Illinois.

These duties include: supervising l

[

planning, training, and exercises; coordinating with other State agencies and Federal agencies in the developraent of the plan; interpreting federal planning guidance; developing and implementing IPRA policies; directing IPRA personnel and resources; and keeping current with all aspects of radiological emergency planning.

by Impell Corporation from January, 1984 to October, 1985 in their Systems Engineering Division.

Impell provides consulting services to the State of Illinois and assists in the preparation of offsite radiological emergency plans for the State of Illinois.

I was assigned to the IESDA emergency planning group as an emergency planner for the State of Illinois.

In that capacity, I provided assistance in the preparation of offsite emergency plans and procedures for Dresden Station, Byron Station, and Braidwood Station.

I was also lead planner for the revision of the State General Plan (Volume I) of IPRA that was completed June, 1985.

Prior to joining Impell I was employed by IESDA from August, 1982 to December, 1983 as Administrative Rules coordinator.

In that position, my responsibilities included:

administration of IESDAs rulemaking; review and evaluation of public comment on proposed rules; and review of State and Federal laws, regulations and programs which affect IESDA.

I was graduated from the University of Illinois in 1982 with a B.A.

in Political Science.

I have also taken graduate courses in legal studies at Sangamon State University and am six hours away from completing my M.A. degree.

The purpose of this affidavit is to address the seven emergency planning issues raised by the Inter-venors in the " Offer of Proof" dated Octob r 25, 1985.

will address those issues, which are numbered 2 through 8, in the order in which they appeared in the " Offer of Proof."

Before addressing the issues, I believe it would be helpful to explain the structure of the " emergency plan" for Braidwood Station.

The emergency plan for Braidwood Station consists of an onsite plan (Commonwealth Edison's

" Generating Stations Emergency Plan" or "GSEP"), and an offsite plan -- the Illinois Plan for Radiological Accidents or "IPRA."

IPRA is organized into two major elements:

the State General Plan (Volume I) and the site-specific plans (Volumes II through VIII; IPRA-Braidwood is Volume VII).

Volume I, IPRA-State General Plan, presents a general over-view of IPRA.

Volume I discusses the concept of operations, chain of command, communications network and the coordinated response of all participants during an accident at a nuclear power station.

Volume I deals specifically with the respons-ibilities of State agencies involved in the response to an accident.

The site-specific volumes of IPRA address the responsibilities of the cognizant local governments for emergency planning matters within the 10-mile emergency planning zone ("EPZ").

State agencies which are involved through their district offices are also discussed in the site-specific volumes.

The site-specific volumes apply the general principles and guidance of Volume I to the particular concerns associated with each of the EPZs for the nuclear power stations located in Illinois.

These volumes provide detailed procedures for the actions to be taken during and after a nuclear accident, from initial notification an'

warning, through implementation of protective and parallel actions, to eventual recovery and re-entry.

I Issue 2 4.

The " Offer of Proof" Issue 2 states:

j Apri.icant must develop and demonstrate its capability to provide through scripts and/or other media information, substantive emergency information to adequately inform the public of emergency information in the event of an accident at the Braidwood Station through all radio, TV or EBS stations in the ingestion pathway zone, so as to enable the public to effectively evacuate in the event of an emergency and to effectively re-enter the affected zone in the event of an emergency.

Counsel for the Applicant has advised me that the term

" demonstrate," as used in Issue 2, means that the questions raised in Issue 2 can be addressed on the basis of the information set forth in IPRA as explained by my affidavit, and that no further " demonstration" is required of me.

I also understand that the reference to " ingestion pathway" is intended to mean " plume exposure pathway."

With these clarifications, I understand Issue 2 to be challenging the existence and adequacy of the means, that is, the scripts l

and other media information, used to inform the public so that they can be effectively evacuated in the event that an evacuation is directed as a result of an accident at Braidwood Station, and, thereafter, allowed to re-enter the evacuated area.

The IPRA-State General Plan and the IPRA-Braidwood include a total of about 111 pre-scripted Emergency

Broadcast System ("EBS") messages for respective use by the State of Illinois and each of the three counties in the Braidwood Station EPZ.

These pre-scripted messages were developed by IESDA public information personnel.

They are designed to convey essential emergency information in a concise manner that can be readily understood by the public.

There are messages for four different types of situations:

1) "for information only" messages are used when no protec-tive actions have been recommended for the public but when the public should be made aware of the situation at the power plant; 2) "take shelter" messages are broadcast when the Governor has issued a take shelter recommendation;
3) " evacuate" messages are used when the Governor has recommended an evacuation; and 4) "re-entry" messages are-used when it is safe for the public to return to an evacuated area.

The State's evacuation recommendation message is general in nature.

This message would be issued by the Governor or in his absence the IESDA Director to inform the public that an evacuation has been recommended for a portion of the EPZ.

The message instructs evacuees to pack clothing, medical supplies and food for special diets and to stay tuned to the EBS station for information from a county representative on the direction to evacuate and the routes to be used.

The State's pre-scripted messages are found in IPRA-State General Plan, Chapter 2, " Concept of Operations."

The counties' pre-scripted EBS messages are found in the IPRA-Braldwood Standard Operating Procedure

(" SOP")-8, "Braidwood Station EPZ Sheltering and Evacuation-General' Population."

These pre-scripted messages include i

about 51 messages concerning evacuation and can be used to inform the-public that an evacuation has been recommended.

l Each of the evacuation recommendation messages concerns a 1

different geographic area and conveys information specific for the evacuation of that area.

The geographic areas addressed are comprised of various combinations of EPZ sectors and distances.

At the time of an emergency, the appropriate message for the-affected area would be selected for broadcast.

8.

Each of the counties' evacuation messages contain a description of the area affected by the evacuation.

Geographical and political boundaries are used to describe V

the affected area.

The pre-scripted messages also provide the following information as applicable:

1) the evacuation routes to be used; 2) the cities where shelters are being l

l opened; 3) the facilities being used as shelters; 4) the specific shelter to which each school within the affected area is being relocated: 5) instructions to pack clothing, medical supplies and food for special diets; 6) a telephone number for mobility-impaired persons, who have not made pre-l l

arrangements, to call for assistance; 7) instructions for persons who need public transportation; and 8) instructions 1

for pet owners.

The county EDSA Coordinators may add any situation-specific information necessary.

9.

Pre-scripted messages for unrestricted and restricted re-entry.of the evacuees are provided in IPRA-Braidwood SOP-ll, "Braidwood Station EPZ Re-entry."

The unrestricted re-entry message instructs evacuees that the entire evacuated area is safe for re-entry while the message for the restricted re-entry informs evacuees that only a portion of the evacuated area may be re-entered.

The latter message describes the area that is safe for re-entry and the area that is not safe.

That information will be added to the pre-scripted message, at the time re-entry is recom-mended, by the county ESDA Coordinator after consultation with the Illinois Department of Nuclear Safety ("IDNS").

The restricted re-entry message also informs evacuees who may not re-enter that shelters will remain open to accommodate them.. Both the-unrestricted and the restricted re-entry messages provide the following information to returnees:

1) the re-entry routes to be used; 2) instructions for persons who need transportation for re-entry; and 3) a telephone number for persons who require special assistance.

Additional instructions on precautionary information for returnees may be added by the county ESDA Coordinators.

This matter is discussed further in connection with Issue 6.

10.

The pre-scripted EBS messages are the sole means relied upon to provide emergency information to the

public.

There are no other media information methods used to alert the public in the event that evacuation is recom-I I

mended.

Nevertheless, simultaneous with the issuance of EBS messages, the State and the counties will issue press releases regarding emergency activities.

These press releases will not provide specific information with regard to the evacuation but will inform the public via radio, television and newspapers that an evacuation was recommended for a portion of the EPZ.

Press releases may also describe the other actions taken by State and county governments in response to the accident.

Issue 3 11.

" Offer of Proof" Issue 3 states:

Applicant must demonstrate its capability to adequately inform residential and transient populations within the EPZ in i

the event of an emergency so as to enable the populations to effectively evacuate or shelter including development of the

' specific means and content of such communi-cations to specific populations.

The term " demonstrate" is understood to mean the same as the definition I explained previously in connection with Issue 2.

With this clarification, I understand Issue 3 to be challeng-ing the adequacy of IPRA to provide for the means to inform residential and transient populations in order to effect protective actions, either evacuation or sheltering, in the event of an accident at Braidwood Station.

Although this issue is uore broad than Issue 2, the information and

1 explanation provided for that Issue is also useful to E

address Issue 3.

12.

Radiological accidents are expected to be slow developing.

Once the utility knows of any situation that could lead to more serious consequences, the utility will inform IESDA and IDNS via the Nuclear Accident Report-ing System or "NARS."

NARS is a dedicated telephone network l

which. links the utility, the State and the counties.

NARS is monitored 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> a day at the IESDA Dispatch Center, I

the IDNS Radiological Emergency Assessment Center ("REAC"),

and designated police or sheriff's dispatchers in each of the three counties.

Therefore, the State and the affected counties will be alerted ~and prepared to provide emergency i

information to the public well before it becomes necessary to implement a protective action recommendation.

13.

-Upon receiving notice from the utility, IESDA will notify the county dispatchers of the situation at Braidwood Station via NARS.

The dispatchers will call their l

respective-county ESDA Coordinators who will activate their emergency operating centers ("EOCs") and their emergency response personnel as necessary.

If the NARS message indi-f cates that no protective actions have been recommended but l-that the counties should prepare for a possible recommenda-tion, then the EOCs will be activated.

Provisions exist in the plan to notify and mobilize county officials on a 24

hour basis and to maintain EOC operations around the clock.

The county call list contains each official's home and business telephone numbers and the home and business tele-phone numbers of each official's alternate.

The authority to issue a protective action recommendation such as take shelter or evacuate ultimately s

rests with the Governor of the State of Illinois. 'As stated in IPRA-State General Plan, Chapter 6, " Operational Response,"

IDNS analyzes all available technical information andi assesses the implications and consequences of the radiologi-cal incident.

Based upon this assessment, IDNS determines and provides their protective acLion recommendations to the Governor and IESDA simultaneously.

Concurrent with the IDNS determination, IESDA determines the feasibility of implement-ing protective actions.

IESDA simultaneously advises the y

Governor and IDNS of their determination.

The Governor makes the final decision concerning protective actions and commitment of State resources.

Once the decision to recom-mend a protective action has been made, IESDA will inform the counties in 'the EPZ of the recommendation via NARS.

Within 15 minutes after this notification, the counties will activate the EBS station and the Prompt Notification System.

The Braidwood Station EPZ Prompt Notification i

System, as described in IPRA-Braidwood, Chapter 1,

" General Information," is an outdoor warning system consisting of mechanical and electronic sirens located throughout the EPZ which alert the public to tune their radios to the local EBS station.

The Prompt Notification System for the Braidwood Station EPZ is designed to be audible outdoors throughout the entire EPZ.

The electronic sirens located near recrea-tional areas are equipped with public address capability.

N' Specific instructions for activation of the Prompt Notifica-tion System are provided in IPRA-Braidwood SOP-6, "Braidwood Station EPZ Prompt Notification System."

As a backup to the sirens, public announcements will be made over mobile public address systems on emergency response vehicles, such as police cars and fire trucks.

k 16.

Warning messages for the counties to broadcast over the electronic siren public address system and over tr.obile public address systems are provided in IPRA-Braidwood SOP-6.

The electronic siren warning messages inform listeners that the Governor has recommended that the facility where they are is being evacuated and that they should proceed to their vehicles and prepare to evacuate.

Listeners are instructed to tune their radios to the EBS station.

The i

mobile public address warning scripts advise listeners of

the protective action recommendation and to tune to the EBS station.

The EBS station for the Braidwood EPZ broad-casts over two frequencies:

1340 AM (WJOL) and 96.7 FM (WLLI).

The method by which the EBS station is activated is outlined-in IPRA-Braidwood, Chapter.1, " General Information."

The State of Illinois and the three counties will provide messages to the EBS station by telephone after sheltering or evacuation has been recommended.

The radio station will record and broadcast the four messages.

The EBS station designated for Braidwood will relay the emergency informa-tion to nearby EBS affiliate stations.

The counties within the EPZ may also notify other local radio stations of the emergency information.

I have previously described the pre-scripted EBS messages for evacuation recommendation in connection with Issue 2.

Pre-scripted messages for take shelter recommendations are also provided in IPRA-Braidwood SOP-8 and IPRA-State General Plan, Chapter 2,

" Concept of Opera-tions."

Like the evacuation messages, the take shelter messages indicate the affected area by geographical and political boundary descriptions.

The take shelter messages provide the following instructions:

1) close doors and windows and turn off all heating and cooling systems that bring in air from the outside; 2) refrain from using the telephone except for an emergency; 3) refrain from going to schools, nursing homes and hospitals to pick up persons;
4) stay out of the affected area if not within the area;
5) prepare for a possible evacuation without going outside; and 6) stay tuned to the EBS radio station.

The county ESDA Coordinators may add situation-specific information to the message.

19.

IPRA-Braidwood SOP-8 also provides that "special facilities" are to be notified of the protective action recommendations.

These facilities include locations where transients are likely to be found including recreational areas, hotels, motels, and industries.

These facilities are listed in Attachments F, G and H to SOP-8 by sector and distance.

These attachments also identify the county or municipality which is responsible for notifying each facility of the protective action recommendation.

In addition, the public address capability of the electronic siren system that is installed in recrea(ional areas, warns people using these public facilities.

Issue 4 20.

" Offer of Proof" Issue 4 states:

The program for notification of the public at the time of an' accident is deficient in that it provides no means of informing employers in the EPZ as to what actions they should take with respect to facility shutdown, sheltering, or the release cf employee personnel in the event that evacuation is required.

Issue 4 challenges the existence and adequacy of the means, as set forth in IPRA, of informing employers within the plume exposure pathway EPZ, at the time.of an accident, of

r, actions to be taken in the event that either sheltering or evacuation protective actions are recommended.

21.

Evacuation and sheltering recommendations for employers are the same as for the general public.

Employers would receive notification of protective action recommendations through the Prompt Notification System and the EBS.

In addition, as mentioned above, IPRA-Braidwood

' SOP-8 also provides that county and municipal officials are responsible for notifying employers to assure that provisions are made to shelter or evacuate affected "special facilities" which include industries in the EPZ.

Attachments F, G, and H to SOP-8 identify 18 industries in the Braidwood Station EPZ.

Issue 5 22.

" Offer of Proof" Issue 5 states:

Applicant's arrangements for provision and exchange of emergency information to news media during an emergency is deficient in that it falls to designate a spokesperson in each principal organization who should have access to all necessary information and it fails to provide for the timely 1

and accurate exchange of such information.

Issue 5 challenges the existence in IPRA of information that during an emergency adequately (i) designates a spokesperson for Commonwealth Edison Company and State and local govern-ment emergency planning organizations, (ii) provides access for these spokespersons to all necessary information, and (iii) provides for the timely and accurate exchange of such information.

-IPRA-State General Plan, Chapter 8, "Public Information," and the IPRA-Braidwood, Chapters 2, 3 and 4, indicate that the Governor is the official spokesperson for the State of Illinois.

This responsibility is implemented in cooperation with designated Public-Information Officers

(" PIOS") employed by IESDA and IDNS.

A spokesperson for each county and municipality in the Braidwood EPZ is identi-fled by title in the IPRA-Braidwood (Section E.1 of each of Chapters 2, 3, and 4).

Commonwealth Edison's spokesperson is identified in their GSEP, as discussed by Mr. Butterfield in his prepared testimony, at the October 29 hearing (Supple-mental Testimony, ff. Tr. 465-B, p.

3).

The Governor will have access to information from two primary sources:

IESDA for operational information and IDNS for technical information.

The IESDA and IDNS PIOS will also have access to information directly from their respective organizations.

IDNS has access to technical information about any accident through direct contact with the IDNS liaison at the Technical Support Center and Emergency Operations Facility as described in IPRA-State General Plan, Chapter 5.

The county and municipal spokespersons will have direct contact with the responsible officials for their respective county or municipality.

25.

The provisions of IPRA cited above indicate that all these organizations will exchange information in a

r timely and accurate manner.

The IESDA and IDNS PIOS inde-pendently prepare information summaries with the assistance of Illinois Information Service personnel.

The IESDA and IDNS PIOS submit the information summaries to the Governor's Press Office and to each other.

The Governor's Press Office submits their prepared news releases to IESDA and IDNS for verification before they are disseminated.

The State press releases are issuad via commercial telephone facsimile machine to the State public information personnel at the Joint Public Information Center ("JPIC").

The State PIOS at the JPIC will share the press releases with public informa-tion personnel from the utility, contiguous states and the Federal government present at the JPIC.

The press releases will be shared with county spokespersons via commercial telephone facsimile machine.

The county spokespersons coordinatp with the municipal spokespersons regarding emergency response activities at the municipal level.

The county then coordinates press releases with the JPIC.

This network provides timely and coordinated information to all spokespersons.

26.

" Offer of Proof" Issue 6 states:

Applicant's public information program is deficient in that it fails to set out the i

means by which the public will be informed during an emergency of re-entry protective measures to be followed by the public in an emergency and the content of such means with respect to information concerning decontamination and interdiction of food-stuffs, water supplies, dairy and livestock, and field and garden crops.

Issue 6 challenges the existence in IPRA of adequate means for informing the public of any necessary protective measures that might be needed at the time that re-entry is recommended, after evacuation has occurred and after the emergency has ended.

27.

The contents and use of the re-entry messages as found in IPRA-Braidwood SOP-ll were explained previously in my response to Issue 2.

As mentioned earlier. additional special instructions or precautionary information for returnees may be added by the county ESDA Coordinator.

If any protective measures are necessary at the time of re-entry, IDNS will provide the information to the county ESDA Coordinator so that the information may be included in the re-entry message provided to the EBS station for broadcast.

The special instructions or precautionary information may consist of instructions to deal with decontamination and interdiction of foodstuffs, water supplies, dairy and livestock, and field and garden crops.

This type of information would be provided by IDNS.

As explained in IPRA-State General Plan, Chapter 5, IDNS obtains infermation concerning the type and extent of radioactive contamination and acts as the coordinating agency for a number of State agencies which would perform technical functions in the event of an emergency.

The Illinois Depart-ment of Agriculture is responsible for monitoring agricultural and horticultural products.

The Illinois Environmental Protec-tion Agency is responsible for monitoring municipal water

supplies for contamination.

Illinois Department of Public Health responsibilities include identifying and disposing of contaminated milk and food products.

Those activities of the three agencies are at the request and under the direction of IDNS.

Issue 7 28.

" Offer of Proof" Issue 7 states:

Applicant's public information program is deficient in that it fails to set out the means by which those segments of the popula-tion which lack mobility will be informed as to sheltering procedures and available means of transport in the event of an emergency.

Issue 7 challenges the existence in IPRA of adequate means to inform the population in the plume exposure pathway EPZ who lack mobility of sheltering procedures and the available means of transportation in the event of an evacuation.

29.

Persons who " lack mobility" fit into one of two categories:

those who are physically healthy but do not have personal transportation and those who lack mobility because of a physical impairment.

First addressing those who are physically healthy, the EBS messages for evacuation instruct those who are in need of transportation to stay tuned to the radio station for information concerning public transporation.

In accordance with IPRA-Braidwood SOP-8, the county ESDA Coordinators will coordinate with municipal officials to establish points of assembly for the general public requiring transportation and to provide buses for

the evacuation.

These assembly points will be broadcast in a supplemental EBS message.

It should be understood that schools and day care centers are provided for under IPRA-Braidwood SOP-9, "Braidwood Station EPZ Sheltering and Evacuation - Schools."

The occupants of these facilities do not " lack mobility" because transportation planning is established in advance of the direction to evacuate.

30.

The means for identifying those persons who lack mobility due to physical impairment are explained in the IPRA-State General Plan, Chapter 8.

In accordance with that provision, the Braidwood Public Information Booklet is used to identify persons with special needs.

Each booklet contajns a self-addressed, stamped business reply card on which the recipient may indicate any special problems they may have, such as hearing or walking difficulties or otbor medical problems.

When the card is received, ILSDA contacts the sender to ascertain their specific problem and needs.

If that parson will require special assistance during an emergency, their name, address, telephone number and impair-ment is identified on a list maintained by the county ESDA Coordinator.

Persons on the list are arranged by sector and distance from the Braidwood Station so that those persons in an affected area can be casily identified.

31.

The Public Information Booklet provides instruc-i l

tions to disabled persons in the event of an evacuation.

For l

l those disabled persons who have previously notified officials,

the Booklet advises that special services will be provided.

For those disabled persons who have not previously identified themselves to officials, the Booklet advises to notify officials

~

over the special emergency phone numbers that will be broadcast on the radio.

The EBS messages for evacuation instruct dis-abled persons to call the telephone number provided for special assistance.

32.

IPRA-Braidwood SOP-10, "Braidwood Station EPZ Sheltering, Evacuation and Re-entry - Special Concerns,"

provides guidelines for sheltering and evacuating "special concerns" located within the EPZ.

"Special concerns" are those facilities or persons which require special evacuation considerations and/or have transportation needs.

The Braidwood EPZ "special concerns" consist of one nursing home, two senior citizens centers and physically impaired individuals.

Attach-monts to SOP-10 contain specific instructions for the shelter-ing and evacuation of the nursing home and each senior citizens center.

The municipal ESDA Coordinator is responsible for notifying the facility of the situation and for providing trans-portation for an evacuation.

Attachment B to SOP-10 contains instructions for sheltering and evacuating physically impaired individuals who live in a private residence.

The individuals in an affected area are identified by each county on their Mobility Impaired Transportation List and are notified of the protective action recommendation by either the county or the municipality where they reside.

Transportation needs are

assessed and provided to the disabled persons by the county or municipality responsible for the notification.

33.

Persons who lack mobility will be relocated with the general population in congregate care shelters when possible.

However, SOP-10 provides that individuals who have special health care needs will be taken to facilities able to meet those needs, i.e.,

hospital or nursing home.

Issue 8 34.

" Offer of Proof" Issue 8 states Applicant's public information program does not adequately describe means by which cities and responsible officials located outside the EPZ will be notified of an emergency and given adequate information concerning the emergency assistance to responsible organiza-tions within the EPZ.

l Issue 8 challenges the existence in IPRA of adequate means whereby emergency planning officials responsible for reloca-tion centers will be advised of an emergency at Braidwood Station requiring evacuation and the required activation of l

these conters, so that these officials can provide the 1

necessary emergency assistance.

35.

As stated in IPRA-Braidwood, Chapter 1,

These Regional IESDA Coordinators are responsible l

for contacting the county ESDA Coordinators and the American Red Cross representatives for those counties which may be receiving evacuees and requesting the county ESDA Coordi-nators to notify their municipal ESDA Coordinators.

When preparing for a possible evacuation, the county ESDA Coordinator completes Attachment B to IPRA-Braidwood SOP-8 which is the Congregate Care Shelter-Solection Worksheet.

This worksheet identifies the total affected population and the required shelters.

The county ESDA Coordinator contacts the Regional IESDA Coordinator who

determines if the required shelters are availabic.

37.

Once an evacuation has been recommended, these same lines of communications are used to alert local ESDA Coordinators to begin opening and staffing shelters.

Host communities are responsible for directing evacuation traffic once it reaches their city limits and guiding that traffic from the evacuation routes to the appropriate shelters.

The host community ESDA Coordinators will relay information to their Regional IESDA Coordinator on the status of the sheltering process.

This information is provided to the State EOC staff and is relayed to the l

ovacuating county ESDA Coordinator through the Regional l

IESDA Coordinator.

It should be noted that the responsibilities of a community hosting evacuees of a radiological accident I

r are no different that the responsibilities of a community which hosts evacuees from any other type of emergency.

IDNS will have personnel available at the congregate care shelters to handle any problems unique to a radiological accident.
