APPENDIX B

NOTICE OF DEVIATION

Duquesne Light Company Docket No. 50-412

Beaver Valley Power Station, Unit 2 License No. CPPR-105

As a result of the inspection conducted on May 23 - June 28, 1985, and in accor-

dance with the NRC Enforcement Policy (10 CFR 2, Appendix C), published in the

Federal Register on March 8, 1984 (49 FR 8583), the following deviation was iden-

tified:

In the Final Safety Analysis Report, the licensee committed to implement

Regulatory Guide 1.29 (RG 1.29), " Seismic Design Classification." RG 1.29

requires those structures whose failure could reduce the functioning of Seis-

mic Category I systems to an unacceptable safety level to be designed and

constructed such that the Safe Shutdown Earthquake (SSE) would not cause such

failure.

Contrary to the above, as of May 29, 1985, the structural members and supports

within the stair enclosure at the 781' to 805' elevations adjacent to the Main

Steam and Cable Vault area were not designed such that the SSE would not cause

failure. Their failure could reduce the functioning of the Seismic Category

I Service Water System (SWS) to an unacceptable safety level in that SWS lines

2-SWS-004-762-3, 2-SWS-004-773-3, 2-SWS-004-768-3, and 2-SWS-004-763-3, as

shown on isometric drawings 101937, 101939, 101942, and 101944, are run

through this area.

This is a deviation from commitments.

No further response to this deviation is required since calculations were performed

prior to the end of this inspection that demonstrated that the existing stairs at

this location could withstand a seismic event without affecting the SWS piping.

Licensee walkdowns of other stair enclosures identified no other similar problems.
