Inspection 50-412/85-13

This refers to the routine inspection conducted by Messrs. G. A. Walton and L.

J. Prividy of this office on May 23 - June 28, 1985 at the Beaver Valley Power

Station Unit 2, Shippingport, Pennsylvania of activities authorized by NRC License

No. CPPR-105 and to the discussions of our finciings held by Mr. Walton with Mr.

D. Denning and other members of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I Inspection

Report which is enclosed with this letter.

Within these areas, the inspection

consisted of selective examinations of procedures and representative records, in-

terviews with personnel, and observations by the inspector.

Based on the results of this inspection, it appears that certain of your activities

were not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A, and the Notice of Deviation

enclosed herewith as Appendix B.

The violation has been categorized by severity

level in accordance with the revised NRC Enforcement Policy (10 CFR 2, Appendix

C) published in the Federal Register Notice (49 FR 8583) dated March 8, 1984.

You

are required to respond to Appendix A and in preparing your response, you should

follow the instructions in Appendix A.

As stated in the " Notice of Deviation," Appendix B, this item was satisfactorily

resolved during the inspection period and no response is required.

In reference to NRC Inspection Report 50-412/85-05, we thank you for informing us

of the status of the corrective and preventive actions documented in your response

letter dated May 17, 1985, regarding control of hold / reject tags, Duquesne Light's

implementation of the Quality Assurance Program regarding electrical separation

within electrical panels, and disposition of nonconformance and disposition reports

for controlling electrical pull tensions and bend radius.

The nonconformance and

disposition report issue is discussed in further detail in Paragraph 3 of this in-

spection report.

Your actions on these issues will be examined during future in-

spections of your licensed program.

The responses directed by this letter and the accompanying Notice are not subject

to the clearance procedures of the Office of Management and Budget as required by

the Paperwork Reduction Act of 1980, PL 96-511.
