A meeting was held by the ACRS Systematic Evaluation Program Subcomittee on San Onofre. The purpose of the meeting was to review the Integrated Plant Safety Analysis Report on San Onofre. Notice of the meeting was published in the Federal Register on Friday, May 31, 1985 (Attachment A). The schedule of items covered in the meeting is in Attachment B. ' MINUTES FOR THE 6/19/85 EAN ON0FRE-SEP REVIEW MEETING Mr. Cheng pointed out that, as a result of the Staff's review of the Unit I return to service program, the Staff is assured that the Plant has the capa-bility to maintain its hot standby condition following a 0.67g earthquake.
This conclusion was reached based upon an audit review and confinnatory analy-sis for selected piping and equipment systems.
On March 12, 1985 the Licensee proposed its long-tenn service program and the criteria, methods, and analysis to be used. This program will assure that the Plant will possess the capability for cold shutdown and accident mitigation.
The Staff's review will concentrate on the acceptability of the proposed reevaluation criteria and analysis method. In addition, the Staff will conduct an audit review and will perform a confirmatory analysis by sampling on a selected basis.
l E. McKenna, Integrated Assessment Project Manager, San Onofre, OPEN ISSUES -
Ms. McKenna discussed the switchover from the infection mode to the recircu-lation mode. She noted that the feedwater pumps are used in conjunction with the charging pumps during the initial phase of injection. The feedwater pumps are 10,000 gpm per pump. At about the 21% level in the refueling water storage tank, an alarm sounds. The operator has to trip the feedwater pumps and realign valves to take suction from the sump in about 3 minutes.
The Staff's concern is that the time is not adequate and if the switchover is not accomplished in time, loss of NPSH and cavitation in the charging pumps could damage tha pumps. The Staff proposes an automatic trip of the feedwater pumps. The Licensee's position is that their operators can realign the valves in this tine. The Licensee also stated that they would like to see if there are any possible detrimental effects of automatic feedwater pump trip.
Ms. McKenna pointed out that tornado missile protection was another area of disagreement. The basic disagreement involves what is the appropriate hazard function for the Plant. The Staff and the Licensee have both performed l

calculations of the hazard function and these calculations do not agree.
Siess pointed out that resolution of the discrepancies in these calculations did not fall within the scope of the SEP Subcommittee.
E. McKenna, ISSUES REQUIRING FURTHER EVALUATION Two issues that Ms. McKenna noted were:
- Roof ponding; the capability of the loops to take the ponding load.
The Licensee has done an analysis which concludes the roofs are capable of withstanding the load. The Staff is reviewing this analysis.
- Foundation settlement. This involves long-term settlement. The Corps of Engineers will do some more site studies. This report is expected to resolve this issue.
