SUBJECT:

MEETING WITH SOUTHERN CALIFORNIA EDIS0N The Chairman met with three officials of Southern California Edison on September 19, 1984 at their request.

The officials were Mr. Lawrence Papay, Senior Vice President, Mr. Kenneth Baskin, Vice President, and Mr. Tom McHelett, local representative.

The utility requested the meeting in order for Mr. Baskin and Mr. Papay to meet the Chairman; no substantive issues were to be discussed.

I attended and kept notes.

Mr. Papay opened by stating that the reason for the meeting was for him to visit Washington since he had just assumed the Senior Vice President's position encompassing nuclear generation.

Papay said that the reason for his change in position is that the Chairman, William Gould, is retiring.

Mr. Papay discussed briefly his background and his new responsibilities as well as other personnel changes that were being made at the utility.

L The Chairman asked Mr. Papay how much time he would be able to give to nuclear matters.

Mr. Papay responded generally that at present he was giving a lot of time to them.

The Chairman noted that NRC was interested in the interaction of top utility management as a means for management to deal with problems before they reach crisis proportion.

Mr. Papay agreed about the significance of management interaction.

The Chairman inquired about the utility's procedures for people to notify it of problems.

Mr. Baskin responded by describing two avenues, one a policy-planning channel and a second, more recently added anonymons, open channel.

The Chairman asked about utility procedures for keeping allegers informed of follow-up activities and Mr. Baskin responded by describing the utility's feedback mechanisms.

Mr. Baskin went on to say that since the Chairman had visited the San Onofre site, much construction activity had occurred and that the utility was looking to bring Unit 1 back to power by the end of the year.

The Chairman stated that he was aware of the utility's submittal I

regarding Unit 1, and said it was a pending matter that he preferred not to discuss.

Mr. Baskin then addressed the capacity achievements of Units 2 and 3.

He stated that the utility was aiming for a 70% capacity factor for each unit assuming normal refueling outages.

In response to the Chairman's question about load growth, Mr. Baskin said the utility was projecting a 2% load growth.

He said the utility had an active conservation program that allowed it to plan for a 2% growth and concentrate on peak-load improvements.

The meeting was terminated thereafter.
