ALLEGATION REVIEW BOARD ACTION An Allegation Review Board, composed of Messrs. R. Scarano, A. Johnson, J. Montgomery, M. St;huster, L. Norderhaug and D. Schaefer met on August 22, 1986, to review the allegation presented by allegation number RV-86-A-0070. Also .

present as an advisar to the board was 0. Shackleton, Region V Office of Investigations (OI).

Basically, the alleger is concerned that the measures currently in effect at San Onofre Nuclear Generating Station (SONGS) to control drug abuse (use of urine analysis for pre-employment screening and recheck after a 30-day absence) are largely ineffective particularly. for health physicists, pipefitters and maintenance l personnel. A memorandum from L. R. Norderhaug-dated August 20, 1986, provides a detailed description of the telephone conversation with the alleger on August 18, 1986.

After reviewing the allegation, the board decided that SONGS be advised of this allegation without identifying the alleger. The board also requested that 01 notify the appropriate law enforcement agency of this information.

On September 5,1986, D. Schaefer telephonically advised Mr. F. P. Eller, Jr.,

Manager, Station Security SONGS of the content of the August 21, 1986 memorandum without identifying the name, telephone number, or address of the alleger.

The board agreed that this allegation be closed upon notifying SONGS and upon 01 forwarding this information to the law enforcement agency.

This letter refers to the routine Safeguards Inspection of your activity at {

San Onofre Nuclear Generating Station (SONGS), Units 1, 2 and 3 authorized under NRC License Nos. DPR-13, NPF-10 and NPF-15 conducted by Mr. D. Schaefer of this office on April 15-19, 1985. It also refers to the discussion of the inspection findings held by the inspector with Mr. J. G. Haynes, Station Manager and members of his staff on April 19, 1985.

Areas examined during this inspection are described in the enclosed inspection report. Within these areas, the itspection consisted of selective examinations of procedures and representative records, interviews with facility and contract personnel, and observations by the inspector.

Within the scope of the inspection, no violations were observed.

s In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, documentation of the findings of your safeguards and security procedures are exempt from public disclosure; therefore, the enclosed report will not be placed in the Public Document Room and will receive limited distribution.
