OF APRIL 7, 1986, MEETING WITH NSSS OWNERS GROUPS, TO DISCUSS INDUSTRY CORRECTIVE AND PREVENTIVE ACTIONS REGARDING DES!GN, INSTALLATION, MAINTENANCE AND TESTING 0F SAFETY RELATED CHECK VALVES I

On April 7,1986, the staff met with representatives from the Westinghouse, Babcock & Wilcox, General Electric, and Combustion Engineering NSSS Owners Groups in Bethesda, Maryland. The purpose of the meeting was to discuss what actions l the Owners Groups planned in light of the feedwater check valve and water hamer event that occurred at Southern California Edison's (SCE) San Onofre Nuclear Generating Station (SONGS) Unit 1 on November 21, 1985. Enclosure 1 is the list of attendees. A copy of information provided by the staff is provided as Enclosure 2.

Mr. Stello, the Executive Director for Operations, reemphasized his pt.rpose in j sending the February 1986 letters to the NSSS Owners Groups as strongly urging

( them to take the lead in identifying and responding to any generic check valve

! issues arising from 7he SONGS-1 event. He indicated that if they did take the lead their efforts wculd replace NRC activities, as appropriate, so that duplication of work would be avoided.

The Ownerk Groups asked for clarification on the following questions:

(a) What the staff considered as appropriate action to be taken by the Owners Groups.

(b) What the current, ongoing NRC efforts are related to safety related check valves.

(c) What the NRC intends to do with the results of any Owners Groups effort.

Brian K. Grimes - April 22, 1986 The staff provided the following general comments:

a. The Owners Groups should research and define all aspects of potential problems with check valves, including design, application, testing and maintenance,
b. The Owners Groups should, to the extent practicalf establish and implement an industry response to correct current deficiencies and prevent future occurrences regarding check valve failures.
c. The NRC will share information it h available and will fully support industry action as being the lead effort in this area.

The staff then presented its preliminary conclusions regarding the SONGS-1 event, as well as related generic review and evaluation efforts currently in progress (Enclosure 2).

Following the staff's presentation, the discussion continued regarding what the respective roles of the staff and Owners' Groups should be to address the generic implications of the 50NGS-1 event.

The representative from INP0 stated that a draft Significant Operating Event Report (S0ER) containing seven recommendations on check valves is being prepared and that INP0 would expect to coordinate future check valve efforts with the Owners Groups.

Both the staff and Owners Groups agreed that while both old and new plants may have problems regarding check valves, not all plants would have common concerns.

For example, design, sizing, and placement practices may be similar to one or more AEs, but maintenance and testing may differ substantially between utilities.

Following a brief caucus, the Owners Groups agreed to take the lead to define, resolve and implement solutions to safety-related check valve issues. The Owners Groups agreed to prepare:

a. A written response within about 30 days that will define the scope of their intended program.
b. Establish an organization to accomplisn the intended tasks.
c. Prepare a timetable and milestones.

For its part, the staff will identify all current NRC efforts related to check valves and will convey those to the B&WOG representative for information and consideration in their 30 day response.
