PROPOSED TECHNICAL SPECIFICATION (TS) TO REDUCE REACTOR l
COOLANT SYSTEM OPERATING TEMPERATURE On April 29,1998, the staff from the Nuclear Regulatory Commission (NRC) and Southern California Edison (SCE) met at NRC Headquarters in Rockville, Md., to discuss SCE's proposed amendment to the TS to allow operation of the plant at reduced Tcold in the reactor i
coolant systern. A list of attendees is provided in Attachment 1. The licensee's. meeting slides, which provided an outline of the issues discused, is included as Attachment 2.
i The licensee presented the reason for the. proposed change, which, in conjunction with a l
pending application that would allow steam generator tube sleeving, is intended to extend the l
life of the steam generators to the end of plant life in the year 2013. The licensee outlined the issues they intend to address in their submittal. The licensee also outlined the additional work they would perform to evaluate and analyze the effects of the change on plant components and structures that were not specifically related to the amendment itself. The licensee requested feedback from the staff regarding the level of detail, or any specific information requirements that the staff considered appropriate to ensure a complete submittal. The staff discussed the need for the licensee to provide a justification for each event in Chapter 15 of the Final Safety Analysis Report that the licensee considers is unaffected by the TS change, and for the
' licensee to provide the full analysis report on those events that are affected by the TS change.
No regulatory decisions were requested nor made at the meeting. The licensee stated that their submittal of the proposed amendment was anticipated by the end of June 1998. The l
licensee also stated that they would need approval of the amendment in January 1999 in order to implement the change in the Unit 2 refueling outage scheduled for February 1999.
