SUM!%RY OF MEETING ON JANUARY 5,1978, TO DISCUSS THE SYSTEMATIC EVALUATION PROGRAM (SEP) REVIEW OF ENVIRONMENTAL QUALIFICATION OF ELECTRICAL EQUIPMENT On January 5,1978, the 3RR staff met with representatives of the licensees involved in Phase 11 of the SEP to discuss the review of environmental qualification of electrical equipment.
The meeting was. a followup to our letters to the licensees dated December 23,
,1977, on the sane subject.
A list of attendees is presented in Enclosure 1.

D. Eisenhut, Assistant Director for Operational Technology DDR, nade the presentation for NRC.
Mr. Eisenhut discussed the background leadin't to the December 23, 1977 letter, the relationship of the review of the environmental qualification to the renainder of the SEP, the content 4
of the sutnittals to be rade in response to our December 23 letter and 1
the NRC plan of action for conpleting the review of the subject.
Mr. Eisenhut emphasized the following points:

MRC has reviewed enviror.nental qualification of electrical equip 1ent at operatino plants previously; at some plants nore than once.
The total SEP is expected to include NRC's final review of this topic for the eleven plants in the SEP.

Since the December 23 letter was issued, the staff has perfor:ned a detailed search of docketed information and has accumulated

a considerable amount of information which had been sutritted during previous reviews.

Environmental qualification licensing criteria for construction pemits have changed since the staff last reviewed environmental qualification at these plants. The NRC staff will review existing qualification infomation to see if consideration of current criteria would change our previous determinations of acceptability.

The submittels should include the licensees' rationale supporting its conclusions regarding the acceptability of equipment and acceptability of safety nargins.
5.
NRR review teams will visit each plant in aHut two or three weeks.
The teans will include members of the SEP Group, electrical instrumentation specialists, and the DDR Operating Reactor Project Manager of each plant.
Mr. Madden oave a prepared statenent on behalf of the owners of eight of the eleven plants in the program.
He expressed great concern thet a segregated review of individual topics would destroy the approach for integrated plant review which is basic to the 5ystematic Evaluation
