SUMMARY

- THERMAL STRATIFICATION IN THE PRESSURIZER SURGE LINE - FEBRUARY 13, 1989 A meeting was held in Rockville, Maryland, on February 13, 1989, with members of the Combustion Engineering Owners Group (CEOG) and the staff to discuss actions required in response to NRC Bulletin (NRCB) 88-11, " Pressurizer Surge Line Thermal Stratification."

The CEOG presented the status of their efforts on Thermal Stratification in Pressurizer Surge Lines. The CEOG presentation slides are attached as Enclosure 1. A list of attendees is provided in Enclosure 2.

The CEOG stated that their program consists of a 3-task effort: Task I consists of date reduction ano defining the effects of operating conditions, utilizing data collected from Calvert Cliffs and SONGS; Task 2 consists of defining loading conditions (developing generic loadings); and Task 3 consists of fatigue evaluations (categorization of fatigue analyses for generic patterns). The CEOG further stated that they felt the requirement of paragraph 18, to perform a plant specific or generic bounding analysis considering thermal stratification in fatigue and stress evaluations, would be counterproductive for CE plants at this time. The CE0G requested relief from the paragraph IB analysis require-ment, and proposed updating plant specific stress and fatigue analyses in accordance with paragraph ID of the Bulletin.

The staff informed the CEOG that they had not provided adequate justification for the staff to grant relief from the NRCB 88-11 paragraph IB requirement at this time. The staff suggested that individual licensees should submit schedular relief requests within 2 weeks. Those plants subject to the 4-month analysis requirement of paragraph IB should request a schedule extension to six months from receipt of the bulletin (a 2 month delay). The generic fatigue and stress analysis should include a parametric analysis showing confidence that the analysis bounds each individual plant. Furthermore, the updated stress and fatigue analyses required by paragraph 10 should be completed in accordance with the schedule stated in the Bulletin.
