OF MEETING HELD ON NOVEMBER 19, 1993, TO DISCUSS THE PROPOSED DECOMMISSIONING PLAN FOR SAN ONOFRE UNIT 1 On November 19, 1993, NRC staff members met at Rockville, Maryland, with employees of Southern California Edison (SCE) to discuss the proposed decommissioning plan for the San Onofre Nuclear Generating Station, Unit 1 (SONGS 1). A list of attendees is included as Enclosure 1.
The handout used by SCE at the meeting is included as Enclosure 2.
SONGS 1 was permanently shut down on November 30, 1992, and its Possession Only License became effective on March 9, 1993. The reactor is defueled and all fuel has been transferred to the spent fuel pool. Activities associated with transition preparation for entering the SAFSTOR decommissioning phase are expected to be completed by April 1, 1994. The required submittal date for the proposed decommissioning plan is November 30, 1994, two years from the time of final shutdown.
The proposed decommissioning plan anticipates that SONGS 1 will be maintained in SAFSTOR until 2013, when it will be dismantled concurrently with the collocated San Onofre Nuclear Generating Station, Units 2 and 3.
The estimated cost to maintain SONGS 1 in SAFSTOR, approximately $6.5 million per year (this value may be reduced to approximately $1.5 million following removal of the fuel from the spent fuel pool), will be paid from Operations and Maintenance funds until 2004. The decommissioning trust fund will then be used to finance SAFSTOR, preparations for dismantlement, and dismantlement.
The total estimated cost of decommissioning SONGS 1 is $271 million ($26 million for SAFSTOR and preparations for dismantlement, and $245 million for dismantlement) in 1993 dollars, which includes a 40 percent contingency; approximately 15 percent of the cost reflects returning the site to " green field." As of August 1993, SCE and San Diego Gas & Electric have collected approximately $224 million towards the decommissioning of SONGS 1.

The licensee indicated its understanding that the proposed decommissioning plan will be the vehicle for determining the fund collection period as specified in 10 CFR 50.82(a). The licensee also noted that the November 1994 submittal would contain a preliminary site characterization, but that detailed site characterization would be presented in a later submittal closer to the anticipated dismantlement date. The licensee requested information regarding whether the NRC intends to implement Draft Reg. Guide 1006, " Decommissioning Recordkeeping," for prematurely shutdown plants.
