DCS: 50-354/860102 Date: January 2, 1986 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNS-I-86-01 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region I staff on this date.

Subject:

BOMB THREAT On January 2, 1986, at 10:03 a.m., a member of the contract construction security force received a call through the construction switchboard from an unidentified male caller who stated " Bomb is in the Drywell". The call was apparently made from an offsite line. At 10:15 a.m. the licensee implemented the contingency plan since new fuel is onsite. There was no one in the drywell and few people in the reactor building at the time. Bomb search teams searched the drywell and the reactor building with negative results. The licensee secured from the Unusual Event at 11:28 a.m.

About 1,000 craft workers have been laid off over the past two weeks and craft personnel reductions will continue through January, 1986. Increased security patrols throughout the plant have been implemented by the licensee.

The local law enforcement agencies, the FBI, the Explosive Ordinance Division of the U.S. Army at Fort Dix, New Jersey and the State of New Jersey were notified by~

the licensee.

The NRC operations center received the information from the licensee via the ENS at 10:28 a.m. and informed the IAT.
