Dear Mr. Denton:

On May 2,1983, South Carolina Electric and Gas Conpany (SCE&G) announced several organizational changes concerning upper management. Specifically, Mr. T. C. Nichols, Jr. was naned Executive Vice-President of Operations and Mr. E. H. Crews, Jr. was named Senior Vice-President of Power Operations.

As discussed with the NRC Project Manager and the Rasident Inspector, these changes, shown on Technical Specification Figure 6.2-1 (Attachnent 1), did not alte- the organizational structure under the Vice-President of Nuclear Operations, Mr. O. W. Di::on, Jr. , and wre therefore inplenented on that date.

On July 5,1983, additional changes were anncunced that will affect the nuclear organization's structure. These changes, also shown on Attachnent 1, re. quire NRC approval prior to inplementation because the Virgil C. Sunmer Nuclear Station Technical Specifications will change. They result from upper management efforts to institute a direct comunication channel with Plant Operations and to centralize managenent of other nuclear departnents outside Quality Assurance and Plant Operations. Other changes include the creation of a Principal Engineer, Nuclear Safety to review generic and unresolval safety issues, industry studies, risk analyses, etc., and changing the reporting of the Nuclear Safety Review Comittee (NSRC) to the Vice-President of Nuclear Operations.

Changes to the Plant organization are shown in Figure 6.2-2, in Attachment 1.

As in the corporate reorganization, these changes reflect SCEEG efforts to centralize various relatal functions within the Plant organization and reduce the nunber of personne.1 reporting directly to the Director, Nuclear Plant Operations. Two inportant NRC concerns are still met. Health Physics supervision has direct access to the Director, Nuclear Plant Operations in matters concerning any phase of radiological protection. And, unless specified in writing by the Director, Nuclear Plant Operations, the nonnal chain of authority at the plant will be similar to the current chain, i.e.:

1) Director, Maclear Plant Operations
2) Deputy Manager, Operations and Maintenance
3) Manager, Operations ,

It should be noted that the changes to both the Corporate and Plant organizations do not affect the basic responsibilities of the various groups and as such only change the management structure of the organizations.

Mditionally, the reorganization does not alter the following key aspects of the NRC Staff's review and approval in the Virgil C. Sumer Safety Evaluation Report, Supplement 1:

! 2. Integration of all necessary functional responsibilities under a single responsible head

3. Assignment of responsibility of the safe operation of the nuclear plant to an upper level executive position
4. G arter and responsibilities of the Independent Safety Engineering i Group

It is our position that the new structure provides a more manageable, controlled organization while allowing for direct conmunication between upper management and the Plant. Mditionally, a single group coordinated effort is provided for the review of generic and unresolved safety issues, industry studies, risk analyses, etc. SCErnG has determined that personnel i designated to new positions have appropriate qualifications (see Attachment 2 for resunes of significant personnel changes).

j Based on the above discussion, SCErmG has concluded that the reorganization i does not alter the basis for previous NRC approval and does not represent a potential significant hazard. '1he changes to Technical Specifications have been reviewed ~and approved by the Plant Safety Review Comittee (PSRC) and

> the Nuclear Safety Review Comittee (NSRC). See Attachment 1 for new i

organization charts and appropriate changes within the Technical Specifications. A check in the amount of twelve lundred dollars ($1200.00) is included for processing of this change. ,
