Dear Mr. Denton:
i Georgia Power Company, acting on its own behalf and as agent for Oglethorpe Power Corporation, Municipal Electric Authority of Georgia, and the City of Dalton, Georgia, hereby submits Amendment 2 to its Application for Operating Licenses for the Vogtle Electric Generating Plant - Units 1 and 2. Included in this transmittal are instructions for inserting this amendment.
This amendment describes changes to the Quality Assurance Program during the design and construction phase. As can be seen from the amendment, the basic Quality Assurance Program has not been significantly changed. The changes are essentially administrative in nature in that certain program responsi-bilities have been transferred from Bechtel Power Corporation (BPC) to Georgia l Power Company (GPC) and Southern Company Services (SCS). Specifically, responsibility for procurement has been transferred from BPC to GPC and the administration of the Supplier Surveillance Program has been transferred from BPC to SCS. This will provide for closer GPC administrative controls of the procurement and supplier surveillance activities. The changes do not adversely affect the technical or quality controls or reduce the commit-ments of the Quality Assurance Program.
Presently, the Quality Assurance Program addressing the design and con-struction stage is documented in both the PSAR and the FSAR. This practice will cease with respect to the PSAR. Any future changes, should they be necessary, will be documented solely as an amendment to the FSAR.
In accordance with the requirements of 10 CFR 50.30(b) and (c), three (3) signed originals and sixty (60) copies of Amendment 2 are submitted for your use.
