VOGTLE ELECTRIC GENERATING PLANT REQUEST TO REVISE TECIINICAL SPECIFICATIONS DIESEL GENERATOR LOADING REQUIREMENTS SURVEILLANCE REQUIREMENTS 3.8.1.3 AND 3.8.1.13 i

By lettcr dated May 18,1999, (LCV-1329) Southem Nuclear Operating Company (SNC) ,

proposed to revise the Vogtle Electric Generating Plant (VEGP) Unit I and Unit 2 Technical Specifications (TS). The proposed change would revise Surveillance Requirements (SRs) 3.8.1.3 and 3.8.1.13 to reduce the loading requirements for the diesel generators (DGs). On Attgust 24,1999, SNC discussed the proposed change with the NRC staff reviewer over the telephone. The reviewer requested that we revise our proposed change to SR 3.8.1.13 to include an upper limit for the DG loading for the 2-hour portion of the SR. SNC agreed to reinstate the original 7700 kW upper limit. Therefore, part a. of SR 3.8.1.13 would be revised to state, "For 2 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> loaded 2 6900 kW and s 7700 kW and operating as close as practicable to 3390 kVAR; and". A revised marked-up page and a clean typed page are enclosed reflecting this change. Only the affected pages from our May 18,1999, submittal are provided with this letter. The remaining pages from our May 18,1999, submittal are not affected.

In addition, for the record, our May 18,1999 submittal stated that the maximum expected DG loading for VEGP was determined to be 6471 kW and 3391 kVAR, or 7306 kVA at 0.886 power factor. The calculations that determined this value have been revised and the current maximum expected DG loading, which occurs during a loss of offsite power, is 6447 kW and 3249 kVAR, or 7219 kVA at a 0.893 power factor. Our proposed change remains conservative with respect to the revised expected DG loading.
