Dear Mr. Denton:

Georgia Power Company, acting on its own behalf and as agent for Oglethorpe Power Corporation, Municipal Electric Authority of Georgia, and the City of Dalton, Georgia, hereby submits application for oper-ating licenses for the Vogtle Electric Cenerating Plant Units 1 and 2 (formerly named the Alvin W. Vogtle Nuclear Plant - Units 1 and 2) in accordance with 10 CFR 2.101(a) and 10 CFR 50.30(c)(3) .

This submittal consists of:

1. Three originals and ten copies of the operating license application for the Vogtle Electric Generating Plant; II. Fifteen sets of the firal Safety Analysis Report; and III. Four sets of Drill Logs.

Georgia Power is submitting the FSAR earlier than criginally scheduled in order to accommodate a request by Ms. Jane Grant, the former NRC Licensing Project Manager for the Vogtle Project. As stated in a letter dated October 1, 1982, to Mr. Darrell Eisenhut, the Environ-mental Report, the Security Plan, the Emergency Response Plan and the Anti-Trust Information are scheduled to be submitted by September 1, 1983.

Pursuant to the request of Ms. Melanie Miller, NRC Licensing Project Manager for the Vogtle Project, we are also directly forwarding two copies of the Vogtle Electric Generating Plant Final Safety Analysis Report and one set of the Drill Logs to the EG&G, Idaho, Inc.

Municipal Electric Authority of Georgia City of Dalton, Georgia The Vogtle Electric Generating Plant - Units 1.and 2 (formerly named the Alvin W. Vogtle Nuclear Plant) is owned by Georgia Power-Company, Oglethorpe Power Corporation:(Oglethorpe), Municipal Electric Authority of Georgia (MEAG) and the City of Dalton, Georgia (Dalton),

which have a fifty and seven-tenths (50.7), thirty (30.0), seventeen and seven-tenths (17.7) and one and six-tenths (1.6) percent ownership, respectively. Description of Ruainess and Organization Georgia Power Company Georgia Power Company, a public utility incorporated under the laws of the State of Georgia, is engaged in the generation and transmission of electricity and the distribution and sale of such electricity within the State of Georgia and the sale of wholesale electricity outside the State of Georgia. Georgia Power Company serves more than 1,250,000 customers in a service area of 57,00S square miles, constituting 97% of the State of Georgia's land area, with a rated capability of 14,600 megawatts *. The most recent peak load of 11,514 megawatts
  • occurred on July 16, 1981. Georgia Power Company provides retail electric service in over 600 communities, as well as in rural areas, and wholesale electric service to MEAG on behalf of MEAG's 47 participants, to Oglethorpe on behalf of its 39 rural electric cooperatives, to Dalton, and is engaged in the production and sale of steam for heating purposes in the main business district of Atlanta.

The Southern Company, a Delaware corporation registered under the Public Utility Holding Company Act of 1935 and having its principal place of business at 64 Perimeter Center East, Atlanta, Georgia, owns all the out-standing common stocks of Georgia Power Company, Alabama Power Company, Gulf Power Company and Mississippi Power Company. The Southern Company system also includes Southern Company Services, Inc., a wholly-owned system service organization, Southern Electric Generating Company, a generating company owned jointly by Georgia Power Company and Alabama Power Company, and Southern Electric International, a consulting firm. The Southern Company system services most of the states of Georgia and Alabama and significant areas of Mississippi and Florida, with a rated capability of 26,636 mega-watts *. The most recent system peak load of 21,099 megawatts

  • occurred on July 16, 1980.

Neither Georgia Power Company nor the Southern Company is owned, controlled or dominated by an alien, or a foreign corporation, or a foreign government. Georgia Power Company makes this application in its own behalf and as the agent of Oglethorpe, MEAG and Dalton.

The names and business addresses of Georgia Power Company's directors and principal officers, all of whom are citizens of the United States, are listed in Table 1.

Oglethorpe Power Corporation Oglethorpe, an Electric Membership Corporation duly organized under the Georgia Electric Membership Corporation Act (Official Code of Georgia Annotated, Title 46, Chapter 3, Article 4) and other applicable laws of the State of Georgia, is empowered to engage in the generation, transmission and distribution of electric power to its thirty-nine member Electric Membership Corporations in the State of Georgia. The member corporations are listed in Table 2. Oglethorpe is the sole and exclusive power supplier to each member Electric Membership Corporation, with the exception of power from the Southeastern Power Administration (SEPA).

Municipal Electric Authority of Georgia (MEAG)

MEAG is a public body corporate and politic and an instrumentality of the State of Georgia created by the General Assembly of the State of Georgia in its 1975 Session (Official Code of Georgia Annotated, Title 46, Chapter 3, Article 3). MEAG was created for the purpose of acquiring, constructing, operating and maintaining electric generation and trans-m)s sion facilities or causing such facilities to be constructed, operated and maintained, and to take all other necessary or desirable action, in order to provide or make available an adequate, dependable and economic supply of electric power and related services for such of the political subdivisions of the State of Georgia, which, on March 18, 1975, owned and operated electrical distribution systems that may desire to receive such power and services. MEAG has been granted all of the powers necessary or convenient to carry out such purposes. MEAG has entered into contracts with forty-seven (47) political subdivisions, listed in Table 4, under which MEAG is to be sole and exclusive bulk power supplier for each such political subdivision, except for power to which such political subdivisions are entitled from federally owned projects and for acquisitien of alternative sources of power supply upon specified conditions. In any event, each such political subdivision is obligated to rake or pay for its entitlement share of power f rom any owned project, such as Plant Vogtle. The terms of said contracts are for the life of the project or so long as any of MEAG's bonds issued to finance the project are outstanding, but not exceeding fifty years.

MEAG is not owned, controlled or dominated by an alien, or a foreign corporation, or a foreign government.

The names and business addresses of MEAG's governing body members and principal officers, all of whom are citizens of the United States, are listed in Table 5.

City of Dalton Dalton is a duly incorporated municipality in the State of Georgia.

Dalton, acting by and through its Board of Water, Light and Sinking Fund Commissioners owns electric generation capacity transmission capacity and a distribution system. Dalton is not a participant in MEAG. Dalton presently distributes electricity to more than 8,000 residential, commercial and industrial custcmers. Dalton's principal office is located in Dalton, Georgia.

Dalton is not owned, controlled or dominated by an alien, a foreign corporation, or a foreign government.

The names and business addresses of Dalton's governing body (councilmen) and principal officers, all of whom are citizens of the United States, are listed in Table 6.

4. Class and Period of License Application is made for a Class 103 operating license for a period of forty (40) years from the date such operating license is granted for each unit of the Vogtle Electric Generating Plant - Units 1 and 2 described in Item 5.
5. Description of Facility and Use to which Facility Will Be Put The Vogtle Electric Generating Plant will consist of two (2) nuclear fueled generating units. Each unit will utilize a pressurized water reactor having a capability of 3,411 MW thermal to drive a turbine /

generator set with a nameplate rating of 1,160 MW. The safety evaluation was based on a reactor output of 3,579 MW thermal.

The plant is located in Burke County, Georgia, 26 air miles south southeast of Augusta and 15 air miles east northeast of Waynesboro.

It is located on the Savannah River across from Barnwell County, South Carolina.

Details concerning the plant, the site and the environmental impact are contained in the Final Safety Analysis Report (FSAR) and the Environmental Report (ER) which constitute part of this applicacion.

The ER and the required Emergency Response Plan will be filed by September 1, 1983.

6. Completion Dates The earliest and latest completion dates are estimated to be March 1986 and March 1988, respectively, for Unit 1; and September 1987 and September 1989, respectively, for Unit 2. Fuel loading is scheduled for September 1986, for Unit 1 and aM'rch 1, 1988, for Unit 2.
7. Regulatory Agencies The names and addresses of Regulatory Agencies having jurisdiction over the rates and services incident to the generation and distribution of electric energy under the requested operating license are presented in Table 7.
8. Trade and News Publications Publications which circulate in the area which may reasonably

, be expected to be affected by the generation and distribution of

( electric energy under the requested operating license and are considered appropriate to give reasonable notice of the application to those municipalities, private utilities, public bodies and cooperatives which might have a potential interest in the facility l are preser.ted in Table 8.

9. Security Agreement l The application does not contain any Restricted Data or other l ,

z defense information. Georgia Power Company agrees that it will not permit any individual to have access to Restricted Data until the Civil Service Commission shall have made an investigation and a report to the Nuclear Regulatory Commiseion on the character, asso-ciations and loyalty of such individual, and the Nuclear Regulatory Commission shall have determined that permitting such person to have access to Restricted Data will not endanger the common defense and security.
