AFFIDAVIT OF LOUIS DEL GEORGE I, Louis Del George, do depose and state that:

1. I am an Assistant Vice President of Commonwealth Edison Company and among my responsibilities is supervision of the Byron Station licensing proceedings. In this capacity I have personal knowledge of the facts set forth in this affidavit.
2. On October 28, 1983, Commonwealth Edison submitted to the Region III Staff of the Nuclear Regulatory Commission a preliminary report on the Byron reinspection program which was implemented in response to I&E Report Nos.

50-454/82-05 and 50-455/82-04, Item 19. The report described the reinspection program, summarized the results to date of the program, and presented cumulative data pertaining to the program.

3. As the reinspection program had progressed a voluminous amount of data was accumulated, including the results of each reinspection performed on each inspection included within the program. This data, which underlay the cumulative data presented in the October 28 report, was available to the Region III Staff at all times, both before and after submission of the preliminary report. The Staff periodically reviewed the data, in order to enable it to evaluate the ongoing reinspection process and conduct its own inspections of the reinspection program.

4. After the Region III Staff received the preliminary report representatives of it and Commonwealth Edison discussed the Staff's response in a telephone conference call on November 10. As set forth in its letter of November 18, the Staff believed that the preliminary report should be modified in certain respects. In particular, the Staff stated that use of a Commonwealth Edison Level III rein-spector as the final arbiter on inspection rejectability did not comport with the original reinspection program.
5. The Staff's response to the preliminary report necessitated that additional reinspection work be

-completed. In the absence of reinspections by the Commonwealth Edison Level III reinspector the underlying data indicated that a small number of inspectors from Hatfield Electric Company, Hunter Corporation, and Pittsburgh Testing Laboratory did not meet acceptability levels for their first three months of work. Consequently, Commonwealth Edison is presently in the process of reinspecting additional work of 1 Hatfield inspector, 1 Hunter Corporation inspector and 5 PTL inspectors.

To date the reinspections of all but the Hatfield inspector have been completed, and the data indicates that each of the inspectors for whom the reinspection is complete satisfied the required acceptability level. A final report on the reinspection program will be issued by Commonwealth Edison in the very near future, although the report will not include

.the final results of the reinspection of the Hatfield inspector.

The results of that reinspection will be reported in a supplement to the final report, which, because of the large volume of inspections performed by the inspector, will.not
