PLANT SYSTEMS SURVEILLANCE REQUIRUtENTS (Continued)

The representative sample selected for functional testing shall 4

include the various configurations, operating environments and the range of size and capacity of snubbers. At least 25% of the snubbers in the representative sample shall include snubbers from the following three categories:

, 1. The first snubber away from each reactor vessel nozzle

2. Snubbers within 5 feet of heavy equipment (valve, pump, turbine, motor, etc.).#
3. Snubbers within 10 feet of the discharge from a safety relief valve.

Snubbers identified in Tables 3.7-4a and 3.7-4b as "Especially Difficult to Remove" or in "High Radiation Zones During Shutdown" shall also be included in the representative sample.* Tables 3.7-4a

and 3.7-4b may be used jointly or separately as the basis for the sampling plan.

In addition to the regular sample, snubbers which failed the previous functional test-shall be retested during the next test period. If a l spare snubber has been installed in place of a failed snubber, then both the failed snubber (if it is repaired and installed in another l

position) and the spare snubber shall be retested. Test results of these snubbers may not be included for the re-sampling.

l If any snubber selected for functional testing either fails to lockup or fails to move, i.e., frozen in place, the cause will be evaluated and if caused by manufacturer or design deficiency all snubbers of the same design subject to the same defect shall be functionally tested. This testing requirement shall be independent of the requirements stated above for snubbers not meeting the functional test acceptance criteria.

  1. The requirement to functionally test additional samples of Steam Generator / Reactor Coolant Pump Support snubbers is exempt provided engineering analysis determines that no failures of generic concern occurred in the initial j sample of this snubber group.
  • Permanent or other exemptions from functional testing for individual snubbers in these categorics may be granted by the Commission only if a justifiable basis for exemption is presented and/or snubber life destructive testing was performed to qualify snubber operability for all design conditions at either l the completion of their fabrication or at a subsequent date.

The representative sample selacted for functional testing shall include the various configurations, operating environments and the range of size and capacity of snubbers. At least 25% of the snubbers in the representative sample shall include snubbers from the following three categories:

1. The first snubber away from each reactor vessel nozzle
2. Snubbers within 5 feet of heavy equipment (valve, pump, turbine, motor, etc.).f
3. Snubbers within 10 feet of the discharge from a safety relief valve.

l Snubbers identified in Trbles 3.7-4a and 3.7-4b as "Especially Difficult to Remove" or in "High Radiation Zones During Shutdown" shall also be included in the representative sample.* Tables 3.7-4a and 3.7-4b may be used jointly or separately as the basis for the sampling plan.

In addition to the regular sample, snubbers which failed the previous functional test shall be retested during the next test period. If a spare snubber has been installed in place of a failed snubber, then both the failed snubber (if it is repaired and installed in another position) and the spare snubber shall be retested. Test results of these snubbers may not be included for the re-sampling.

If any snubber selected for functional testing either fails to lockup or fails to move, i.e., frozen in place, the cause will be evaluated and if caused by manufacturer or design deficiency all snubbers of the same design subject to the same defect shall be functionally tested. This testing requirement shall be independent of the requirements stated above for snubbers not meeting the functional test acceptance criteria.

  • Permanent or other exemptions from functional testing for individual snubbers in these categories may be granted by the Commission only if a justifiable basis for exemption is presented and/or snubber life destructive testing was performed to qualify snubber operability for all design conditions at either the completion of their fabrication or at a subsequent date.

_ SAFETY EVALUATION The proposed change to Technical Specification surveillance requirement 4.7.10c will add an exemption from functionally testing additional samples of steam generator / reactor coolant pump support snubbers. If a steam generator / reactor coolant pump support snubber fails, an evaluation will be performed to determine if generic deficiencies exist. When the evaluation of the snubber failure is performed, and the integrity of other snubbers is suspected, additional samples will be functionally tested. This additional surveillance will increase the plant level of safety.

The proposed changes to Technical Specification 3/4.7.10, Tables 3.7-4a and 3.7-4b reflect the current plant configurations due to design changes for North Anna Units I and 2. Tables 3.7-4a reflect the addition, deletion and typographical corrections to safety related hydraulic snubbers and Tables 3.7-4b reflect the hydraulic snubber system abbreviations.

A description of the proposed changes is broken down as follows:

Thirtysix hydraulic snubbers are being added to the Steam Generator / Reactor Coolant Pump Supports for North Anna Unit Nos. I and 2 (RC-Q-SIA through RC-Q-S12A, RC-Q-SIB through RC-Q-S12B and RC-Q-Slc through RC-Q-S12C).

Eleven hydraulic snubbers are being added to the Steam Generator Wet Layup System (1-SGD-HSS-113, 1-SGD-HSS-114, 1-SGD-HSS-117C, 1-SGD-HSS-4-117E, 1-SGD-HSS-146, 1-SGD-HSS-148, 1-SGD-HSS-150B, 1-SGD-HSS-179, 1-SGD-HSS-180, 1-SGD-HSS-6-181 and 1-SGD-HSS-183) due to Design Change 79-S47 for North Anna Unit 1. The Stcam Generator Wet Layup System adds forced circulation capabilities to each of the three steam generators. The installation of a new piping line from each of three steam generator upper shells to a containment penetration required the addition of the eleven hydraulic snubbers.

Design Change 79-S74 added three hydraulic snubbers (1-SI-HSS-107A, 1-CH-HSS-110 and 1-CH-HSS-123-3) for North Anna Unit 1 in order to comply with l IE Pulletin 79-14. IE Bulletin 79-14 requested that . as-built configurations of safety-related piping systems adequately conform to the design criteria and documents which were used as input for seismic analysis.

i Design Change 79-S69A added twelve hydraulic snubbers (1-RC-HSS-236-3, l 1-RC-HSS-236-4, 1-RC-HSS-236-5, 1-RC-HSS-236-6, 1-RC-HSS-236-7, 1-RC-HSS-237-2, 1-RC-HSS-238-3, 1-RC-HSS-239-2, 1-RC-HSS-239-8, 1-RC-HSS-239-21, 1-RC-HSS-239-30 and 1-RC-HSS-240-2), for North Anna Unit 1, I

due to the Reactor Vessel Head and Pressurizer Vent System (NUREG-0737 Item l II.B.1). .

1 l Design Change 80-S07 added eleven hydraulic anubbers (1-SDHV-HSS-300, 1-SDHV-HSS-301, 1-SDHV-HSS-302, 1-SDHV-HSS-303, 1-SDHV-HSS-304, 1-SDHV-HSS-305, 1-SDHV-HSS-306, 1-SDHV-HSS-307, 1-SDHV-HSS-308, 1-SDHV-HSS-309 and 1-SDHV-HSS-310), for North Anna Unit 1, due to a reanalysis of the Amplified Response Spectra Curves.

The deletion of the two North Anna Unit I hydraulic snubbers will not increase the possibility of occurrence or the consequences of a malfunction of equipment because these hydraulic snubbers were analyzed as to not being required. The addition of the exemption to surveillance requirement 4.7.10c increases the surveillance requirements for steam generator / reactor coolant pump support snubbers and therefore increases safety.

The possibility of a different type of accident or malfunction than was previously evaluated in the UFSAR has not been created by the addition and deletion of safety related hydraulic snubbers. Each snubber that has been '
