The purpose of this letter is to withdraw proposed Relief Request R-7(!' for&the second 10-year interval of the Inservice Testing (IST) Program at Millstone Unit No. 3. The IST Program follows the requirements of the 1989 Edition of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, OM-1987 and Addendum OMa-1988. Dominion Nuclear Connecticut, Inc. (DNC) has re evaluated the IST code frequency test requirements for the Containment Recirculation Spray System (RSS) pumps IST and concluded that applying OM-1987 part 6 subsection 5.5 is applicable for this case. DNC will change the RSS pump required test frequency from quarterly to once every two years. The IST program change planned is in compliance with the IST Code therefore, a relief request is not necessary.
