MILLSTONE NUCLEAR POWER STATION, UNIT 3, FACSIMILE TRANSMISSION, DRAFT REQUEST FOR ADDITIONAL INFORMATION (RAI) TO BE DISCUSSED IN AN UPCOMING CONFERENCE CALL (TAC NO. MB3416)

The attached draft RAI was transmitted by facsimile on January 24, 2002, to Mr. Ravi Joshi of Dominion Nuclear Connecticut, Inc. (DNC). This draft RAI was transmitted to facilitate an upcoming conference call in order to clarify certain information in the licensees application dated November 2, 2001, regarding a relief for the second ten-year interval of Inservice Testing Program (IST). Review of the RAI would allow DNC to determine and agree upon a schedule to respond to the RAI. This memorandum and the attachment do not convey a formal request for information or represent an NRC staff position.

DRAFT REQUEST FOR ADDITIONAL INFORMATION RELIEF REQUEST FOR SECOND TEN-YEAR INTERVAL OF IST MILLSTONE NUCLEAR POWER STATION, UNIT 3 DOMINION NUCLEAR CONNECTICUT, INC

1. Provide a drawing of the test loop including major components, e.g., valves and pumps.

Describe the differences, if any, of the test loops between the proposed and current test.

The licensee states that the proposed alternative will perform a substantial flow test on each pump. Provide a value of this substantial flow.

2. What criteria are used for selecting a pump for the proposed quarterly test? If the selected pump fails to meet the acceptance criteria, what plan of action is proposed for the remaining pumps?
3. Provide manufacturers pump curves for the affected pumps. This information is needed to understand how the minimum differential pressure acceptance criteria is set at a maximum of 10% below manufacturers curves.
4. Explain why the boundary for the test introduces a LLRT failure mechanism for the containment isolation check valves to the spray header (3RSS*V003/006/009/012), and why MOV (3RSS*MOV20A/B/C/D) leaks are allowed. Note that these MOV leaks may also occur during the proposed tests. Provide historic data of failures and failure modes for these valves, i.e., failure of open or close, or valve leaks.
